announcement amends previous (CBD) Submission No. 308403, dated March
15, 1999. The U.S. Department of State, Bureau of Diplomatic Security,
Office of Overseas Operations, requires a Contractor to provide
worldwide personal protective services on a quick reaction basis
whenever an operational need arises. Contractor services sought shall
provide protection for high level U.S. Government and, if required,
certain foreign government officials. Additionally, contractor may be
required to provide trained protective security personnel for short or
long-term special domestic security assignments. Protective detail
makeup shall be determined by security conditions in the locality where
assigned. Contract labor categories required shall be: detail leader,
assistant detail leader (optional), shift leader (optional), and
protective security specialist. In certain situations, contractor may
be authorized to use properly trained and qualified local or third
country foreign nationals as protective security specialist only. In
these instances, contractor shall be required to recruit and train
foreign national personnel to operationally ready status. The
classified solicitation shall be issued to firms that currently possess
Defense Security Service Secret facility security clearances and Secret
safeguarding capability in accordance with the National Industrial
Security Program Operating Manual, DOD 5220.22-M. All contractor
personnel who require access to the classified portions of the
solicitation shall possess Secret personnel security clearances issued
by the Defense Security Service. For contract performance, the detail
leader and assistant detail leader (if used) must possess Secret
security clearances issued by the Defense Security Service. All other
American contractor personnel assigned to this contract must pass a
National Agency Check to be conducted by the Bureau of Diplomatic
Security, U.S. Department of State. If used, foreign nationals must
pass a background security and police records check
normallyadministered for Foreign Service National hire(s). The U.S.
Government will provide Government Furnished Equipment as necessary to
carry out the mission at post. The Contractor shall be required to
provide its personnel all logistic support needed to subsist and
perform protection duties in the area of performance. Successful
offeror shall be required to obtain Defense Base Act insurance at
current rates. Contract type at award is expected to be an Indefinite
Quantity/Indefinite Delivery Task Order contract and may be awarded to
more than one offeror. Anticipated beginning date of contract is
October 1, 1999 for a one-year base period with four additional
one-year periods at the option of the Government. It is anticipated
that contract performance will be required in South Central Europe at
