This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is USZA95-99-R-0033 for Tail Rotor Manuals for the MH-6 MELB aircraft. This solicitation incorporates provisions and clauses that are in effect through Federal Acquisition Circular 97-11. Standard Industrial Classification (SIC) Code applicable to this acquisition is 3721, FSC 1520. The size standard is 500. The U.S Army Special Operations Command intends to issue a firm fixed price to the intended source Boeing (MDHC), 5000 East McDowell Road, Mesa, AZ 85215-9797. Delivery is estimated to be October 1999. Boeing (MDHC) possesses engineering expertise and technical data to provide tail rotor manuals for the MH-6 MELB aircraft to the Government. The tail rotor manuals is a commercial item. Commercial procedures are applicable at FAR Parts 12 and 13.6. The Government does not own technical data for tail rotor manuals. Boeing owns all design rights and is the only known manufacturer. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. A determination by the Government not to compete this proposed contract action for tail rotor manuals that is based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The inspection/acceptance and FOB Point are Destination, TAPO, Bldg 401, Ft. Eustis, VA 23604. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition without addenda. The provision at 52.212-2 "Evaluation Commercial Items" applies to this solicitation.
