(DOE) seeks sources with the capability of providing services for the
transport of contact-handled (CH) transuranic (TRU) waste from various
Department of Energy (DOE) sites in the United States to the Waste
Isolation Pilot Plant (WIPP), Carlsbad, New Mexico. This privatization
effort is composed of providing transportation services, participating
in transportation and emergency training exercises, and acquiring
shipping containers and trailers. Approximately 104,000 cubic meters of
retrievably stored CH TRU waste and mixed TRU waste is in inventory at
25 sites around the country. In addition, an estimated 38,000 cubic
meters of TRU waste will be generated in the course of continuing DOE
operations. CH TRU waste will be transported in the Transuranic Package
Transporter-Model II (TRUPACT-II). The TRUPACT-II is an NRC licensed
Type B shipping container. Each TRUPACT has a total payload capacity of
6,550 pounds. Up to three TRUPACT-IIs can be transported on a specially
designed trailer. Currently, DOE has 15 NRC certified TRUPACT-IIs and
17 trailers, which will be available for use, by the contractor. DOE is
also acquiring an additional 12 TRUPACT-IIs that will also be available
as government furnished property. The contractor will be required to
purchase additional TRUPACT-IIs from directed source fabricator(s) to
satisfy the need for approximately 17 hauls per week in the fully
operational stage. In the future, the contractor may be required to
purchase a shorter, lighter version of the TRUPACT-II called the
HalfPACT. Under this privatization effort, the contractor will be
responsible for the costs associated with the acquisition of
TRUPACT-IIs, HalfPACTs, and trailers in the contract. Under
privatization, the contractor may recoup direct investment costs as
work is completed. An expression of interest and Statement of
Capabilities (SOC) is requested by July 15, 1999. Potential sources
must have: 1) previous experience in long-haul truck transportation of
hazardous materials, 2) the financial capability to procure the
required equipment, and 3) demonstrated management skills. Sources
meeting these requirements are requested to submit a written SOC
describing their capabilities in each of the above areas. When
describing similar work which has been performed, include the
following: name of organization from which the work was contracted,
contract number, name, address and telephone number of the
organization's contracting representative. The SOC is limited to 10
pages. Please include your complete mailing address and point of

Interested sources must identify if they qualify as a small business
under SIC 4213. In addition, firms are to indicate if they are or are
