Work consists of providing all labor, supplies, materials, supervision, transportation, equipment, and all work necessary to repair fuel hydrant system at Seymour Johnson AFB NC. The work involved includes, but is not limited to, (1) removal of approximately 2,800 linear feet of 3, 6, and 8 inch aviation fuel piping. Approximately 1,600 linear feet (line E&F) are under 18 inch thick concrete which will have to be removed. (2) Install the same length of pipe as removed to include backfilling, compaction and replacement of the concrete over the pipe. (3) Removal and installation of all electrical controls in Building 4552 (pump House #2). To include all electrical lines running parallel to lines E&F noted above. (4) Installation of cathodic protection for the new piping. (5) If encountered, removal and disposal of petroleum contaminated water and soil. All work shall be in strict compliance with the specifications and drawings. This will be a Firm-Fixed-Price construction contract. The performance period is 325 calendar days. The first 90 calendar days are material approval and delivery and the remaining 235 calendar days are for onsite performance. The proposed contract listed here is unrestricted and open to all firms, including small and small disadvantaged concerns. The estimated dollar value of this project is between $1,000,000 and $5,000,000. The applicable Standard Industry Classification (SIC) code for this acquisition is 1799 with a three-year average annual small business size standard of $7 million. The successful contractor will be selected using performance/price tradeoff procedures resulting in the Best Value to the Government. Performance is significantly more important than price.
