42 -- FIRE FIGHTING -- TORCH/MIXER SOL M00681-99-Q-DMB2 DUE 070299 POC Sgt Daniel Baker 760 725 3236 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is M00681-99-Q-DMB2 and this is a Request for Quotation (RFQ). This solicitation document incorporates provisions and clauses in effect through FAC 97-11 and DAC 91-13 . This is a 100% small business set aside under simplified acquisition procedures; the standard industrial code is 5087 and the small business size standard is 500 employees. The procurement consists of a Terra torch and a batch mixer: (1) Terra Torch; The Terra Torch is designed as a flame thrower that shoots an environmentally accepted Jel approximately 150 ft. The Jel is mixed and circulated in a tank that is double welded 3/16" aircraft quality aluminum with safety lid and a 80 gallon capacity. The entire unit is driven by an 11 HP Briggs& Stratton electric start, gasoline driven, I/C engine with a spark arrestor. The engine and pump are housed in a expanded aluminum screen housing on the front and sides of engine/pump compartment. The Jel is pumped through a 25 ft, one wire in hydraulic hose to a single trigger nozzle with a grounded circuit. The entire unit is mounted on a 6'x10' tandem axle trailer, each axle 3500 lb rated, 4 wheel brakes, expanded steel floor. The trailer also has a spare tire and wheel. 80 gallon, mounted on a 6ft x 14'ft tandem axle trailer with electrical start gasoline engine. (2) Batch Mixer; The batch mixer is designed to mix the Jel for the Terra Torch or a Heli Torch. With additional attachments this unit can also serve as a Terra Torch. The mixing is accomplished in a tank that is double welded, 240 gal, stainless steel, D.O.T. approved tank. The unit is driven by a 11 HP, gasoline driven engine. The engine powers a 50 GPM pump. Both are housed in a compartment as listed above. The mixer product is transferred through a 100 ft grounded fuel transfer hose with a dry lock coupler. The hose is carried on an electric reel. The entire unit is mounted on the same type of trailer listed above, with the exception for the trailer being 6'x14'. Electric Reel with 100 ft 2in fuel fill house mounted on 6ft x 14ft tandem axle trailer. All responsible sources may submit an offer by providing descriptive literature of how your equipment meets the needs of the Government, past performance of at least two recent references where the contractor has sold the same products, and a statement that addresses each of the following areas:(1) the commercial warranty for the above line items. The Government will evaluate the technical capability of the product to meet the Government's needs, warranty, delivery, and price.
