DUE 070699 POC Angela M. Brown, Contract Specialist 17. This is a
combined synopsis/solicitation for commerical items prepared in
accordance with the format in Federal Acquisition Regulation (FAR)
Subpart 12.6, as supplemented with additional information included in
this notice. The announcement constitutes the only solicitation;
proposals/bids are being requested and a written solicitation will not
be issued. This solicitation is being issued as a Request for
Quotation (RFQ) #FBICU9948 --, the provisions and clauses incorporated
are those in effect through Federal Acquisition Circular # 97-11. This
solicitation is under the Simplified Acquisition Procedures (SAP) and
is a Small Business-Small Purchase Set-Aside. The Standard Industrial
Classification Code is 3823 -- and the business size standard is 500
employees. This will be a Firm-Fixed price contract. The Government
intends to solicit and negotiate on a sole source basis with Battelle,
505 King Street, Columbus, Ohio. This purchase is being done on a sole
source basis because through market research on the Internet no other
source for such controller panels could be found. The requested
equipment will be used to provide training to technicians. The
requirements consists of the following: ten (10) ea. Battelle Robot
Trainer/Simultor Cont roller (P/N G338419-01) developed under U.S.
Government Contract Number DAAD05-96-7019, Task Order 0019; Control
Panels: must be identical to the control panel used on the Remotec
Andros Mark V and Mark VIA robots; this control panel should contain
fully functional control mechanisms to operate the following robot
features: (a) front and rear articulators, up and down, (b) shoulder,
elbow, wrist angle movement, (c) gripper extension, rotation and
open/close, (d) camera selection and operation for three cameras, (e)
speed variable control, (f) steering controls forward and reverse, left
and right, (g) weapon firing switch, (h) safe/arm switch; the system
must operate on 115VAC, 60 Hz electric power; Interconnecting Cables:
must be capable of linking the controller panel with a desktop computer
and allowing full functioning of the system; Software: The Virtual
Realty simulation software on a CD ROM must allow the operator to
maneuver the simulated robot through: (a) outdoor environment with
various features, including stairs, a wall, a maze, curbs and items
suspected of being explosive devices, (b) outdoor environment including
a Total Containment Vessel (TCV) and a suspicious package which can be
loaded by the simulated robot into the TCV, (c) indoor environment
including a hall, doors, stairs, furniture and a suspicious package,
(d) outdoor environment including an automobile with suspicious
packages inside and underneath the vehicle; The controller's
microprocessor code must be loaded and ready for use; The software must
be capable of being run on a desktop computer with the following
minimum features: (a) Single Pentium II 333, (b) 128 MB ECC SDRAM, (c)
ZX13 Graphics Card with 32 texture memory. FOB: Destination within
30-45 days -- The contractor shall deliver to: Redstone Arsenal,
Alabama. All responsible sources may submit a quote which shall be
considered by the agency. The following FAR clauses are incorporated by
reference and applies to this acquisition: FAR 52.212-4 Contract Terms
and Conditions-Commerical Items (Apr 1998). Each offeror shall include
a completed copy of the FAR provisions at 52.212.3- Offeror
Representation and Certifications (Feb 1999) with its offer. All
proposals shall be submitted to the address listed on line number seven
no later than 4:00 p.m. EST, 7/06/99. All proposals shall be clearly
marked with RFQ #FBICU9948 -- . All offerers are hereby notified that

specified in this announcement, that it will be considered
