Standards and Technology (NIST) proposes to modify order no.
40SBNB860076 awarded on September 24, 1998 to ORDELA, Inc., 1009 Alvin
Weinberg Drive, Oak Ridge, TN 37830 for the purchase of a Model 2660N
Position-Sensitive Neutron Proportional Counter with Data Acquisition
System and 8mm total window thickness option. The proposed
modification would increase the quantity from one (1) each to two (2)
each. The Government intends to solicit one source under the authority
of 41 U.S.C. 253 ( c ) (1), "Only One Responsible Source," because
ORDELA, Inc. is the only supplier that can meet the following:
Performance Requirements: Spatial Resolution: 0.5 cm x 0.5 cm,
full-width at half-maximum (FWHM) and Detection Efficiency: 80% for 0.5
nm neutrons, 65% for 0.3, 50% for 0.2; Physical Specification: Overall
Dimensions: <122 cm diameter, <85 cm high; and in addition, to
be interchangeable with two other ORDELA Model 2660N's, one of which is
currently in use in one of the 30 m Small-Angle Neutron Scattering
(SANS) instruments at NIST's Center for Neutron Research (NCNR), and
the other to be installed on the NCNR's other 30 m SANS instrument
later this year. This notice of intent is not a request for competitive
proposals. However, the Government will consider all proposals received
within 7 days after the date of publication of this synopsis. A
determination by the Government not to compete this proposed
modification based upon responses to this notice is solely within the
discretion of the Government. Information received will normally be
considered solely for the purpose of determining whether to conduct a
competitive procurement. Written responses shall contain sufficient
documentation to establish a bonafide capability to fulfill the
