synopsis/solicitation for a commerical item prepared in accordance with
the format in FAR Subpart 12.6. This solicitation is issued under
Request For Quoations (RFQ) number 99SQ6A0035. All quotes shall
reference the RFQ number and shall be submitted by 4:00 p.m. local time
on 13 July 1999. The solicitation document and incorporated provisions
and clauses are those in effect through Federal Acquisition Circular
FAC 97-09. Standard Industrial Code (SIC) 1442 and the small business
size standard is 500 employees. This solicitation is for small business
set-asides. The solicitation contains two line items. Line item one is
for 3,115 cubic yards of road base gravel material, state of WYoming
grading W, for on-site stockpiling. Contractor shall deliver and
stockpile 1,515 to Lake Cameahwait located approximately 16 miles
northwest of Shoshoni, Wyoming, Fremont County. 1,600 cubic yards at
the South Cove siteat Ocean Lake located approximately 20 miles
northwest of Riverton, Wyoming, Fremont County. The grading W material
shall conform to the requirements set forth in Section 703.6
(Aggregate for untreated Subbase and Base) of the Wyoming Highway
Department Standard Specifications for Road & Bridge Construction, 1987
edition. Line item two is for 150 cubic yards of well graded, crushed,
angular 3" minus sub-base gravel to be stockpiled at the South Cove
site at Ocean Lake. Proposed gradation for the 3-inch minus crushed
angular uniformly-graded road base material shall be submitted to
Reclamation for review and approval by the Contracting Officer prior to
delivery and acceptance. The delivery period is 30 calendar days from
date of contract award or approximately by August 30, 1999. The place
of acceptance is Bureau of Reclamation, PO Box 1630, Mills, WY

performance. Past performance will be evaluated as follows: Evaluation
of past performance shall be based on information provided by the
offerors (see below) and any other information the Government may
obtain by following up on the information provided by the offerors
and/or through other sources (i.e. offerors performance on previously
awarded contracts and/or contracts with other Government entities). If
applicable the offeror shall identify three Federal, State or local
Government and private contracts for which the offeror has supplied
similar products identified in this solicitation. References should
include the most recent contracts completed within the last five years.
The offeror shall provide a point of contact, current telephone numbers
and fax numbers for each contract. Delivery terms will be evaluated
based on the offers stated delivery period. Offerors shall address each
evaluation factor stated above. Failure to address any item may cause
the offerors Request for Quotations to be rejected. Offerors are
reminded to include a complete copy of provision at FAR 52.212-3.
