The Government intends to issue solicitation DAAB15-99-R-0006 to invite interested parties to participate as a Consortium in Step 2 of the Joint Tactical Radio System (JTRS) Program to develop and validate an open standard Software Radio Architecture (SRA). Specifically, the Step 2 effort is for the development of a structured hardware and software framework and validation of this framework through prototype testing. The architecture definition that is the foundation of this effort is based on the results of the JTRS Step 1 effort. Once the architecture is validated, all Joint Tactical Radio System requirements will be fulfilled by procuring architecturally compliant systems in accordance with the Federal Acquisition Regulation and other DoD/Army procurement regulations. The government's intent is to create an atmosphere where the views of diverse sectors can be considered in the development of the software radio architecture. It is anticipated that this solicitation will result in an agreement under the authority of 10 U.S.C. Section 2371 and Section 845. This solicitation will be issued on or about June 30, 1999 and will be available at the Army Business Opportunity Page at http://abop.monmouth.army.mil/, under U.S. Army CECOM. Once the architecture has been developed to a level of detail sufficient to permit independent compliant implementations, the government plans to release a solicitation for additional prototypes, which will be incorporated into the architecture validation process.
