U.S. Information Agency, International Broadcasting Bureau, Office of Personnel and Administration, Contracts and Procurement Division, B/PA/AC, Room 1645, 330 Independence Ave., S.W., Washington, DC 20547

B -- AUDIENCE SURVEY AND FOCUS GROUPS IN AFGHANISTAN SOL B/PA-99-25 DUE 072799 POC Contact Point/Contracting Officer: Gloria Sweetney, Contracting Officer, B/PA/AC, Telephone: (202 ) 619-1623; Facsimile: (202) 205-1921. E-MAIL: Click here to contact the Contracting Officer via, gjsweetn@IBB.gov. The U.S. Information Agency's International Broadcasting Bureau (USIA/IBB), Contracts and Procurement Division (B/PA/AC), has a requirement, subject to the availability of funds, for a contractor to obtain: (1) quantitative data on the size, composition, and media habits of the audience for Voice of America (VOA) broadcasts in Afghanistan; and (2) qualitative evaluations of VOA broadcasts by listeners to VOA's Dari and Pashto Programs. The USIA/IBB anticipates awarding a firm-fixed-price contract (purchase order), utilizing Simplified Acquisition Procedures, as specified in the Federal Acquisition Regulation (FAR), Part 13, to the responsible quoter (offeror) whose price quotation conforming to a forthcoming RFQ is most advantageous to the USIA/IBB, based on the quoter's: (a) Technical Capabilities/Experience in conducting audience surveys and focus groups as outlined in the forthcoming RFQ for this procurement; and (b) Price quotation. Of these two selection criteria, the Technical Capabilities /Experience criterion is significantly dominant over the Price criterion. Request for Quotation (RFQ) No. B/PA-99-25 is scheduled for release by B/PA/AC on July 6, 1999. Responses to the forthcoming RFQ (i.e., Technical Capabilities/Experience information, and Price quotation) are due to B/PA/AC by the close of business (5 p.m. EST), Tuesday, July 27, 1999. Firms interested in receiving a copy of the RFQ must request such receipt in writing to the Contracting Officer, Ms. Gloria Sweetney, via facsimile at (202) 205-1921 or E-mail at gjsweetn@IBB.gov. All written requests for copies of the RFQ must be received at B/PA/AC by July 6, 1999; and such requests shall include the RFQ number; the requestor's company name, the name of the company's point-of-contact (POC), the company's mailing address, and the POC's telephone and facsimile numbers. No telephone requests for this RFQ will be accepted by B/PA/AC. The Contracting Officer has found and determined that this proposed work is appropriate for an "unrestricted" procurement, pursuant to FAR Subpart 19.502 (Setting Aside Acquisitions). All responsible sources may request a copy of the forthcoming RFQ upon its release by USIA/IBB. This Notice is not an IFB, RFP, or RFQ. Posted 06/21/99 (W-SN345039). (0172)
