202-287-3343 Smithsonian Institution is seeking proposals from
professional environmental firms to oversee and monitor miscellaneous
hazmat removal projects located primarily in the Washington DC and New
York City metropolitan areas but also in other Smithsonian Institution
facilities in the U.S. The Hazmat will include but not be limited to
removal of asbestos, lead based paint and PCB's. It is anticipated that
the contract will be for one base year with four one year optional
periods of performance with a maximum contract value of $1,000,000 each
year. The firm selected will assist the Smithsonian Institution in
performing testing and monitoring, reporting and analyzing hazmat
removal procedures to assure conformance with local, state and federal
regulations. Contractors must have a minimum of three years experience
of like work and have an active office in both the Washington DC and
New York City metropolitan areas in order to be able to respond to task
orders anticipated under this contract. Evaluation criteriaare: A. Plan
of Accomplishment to carry out tasks under this contract (20 points);
B. Experience and technical capabilities of the firm in environmental
management. Specific experience should include hazmat removal
monitoring and work in historic buildings and occupied facilities (40
points); and C. Staff qualifications including personnel training (40
points). Qualified firms should submit a SF 254 and SF 255 and
additional information responding to the evaluation criteria no later
than 2 PM 30 calendar days from the date of this publication (first
workday following a weekend or holiday) in order to be considered for
selection. Submissions should be delivered (6 copies) in sealed
package(s) to: Smithsonian Institution, Office of Contracting (Attn:
Code 28), 955 L'Enfant Plaza SW Suite P-114, Washington DC 20024-2119.
The Smithsonian Institution will dispose of submitted material 60 days
after receipt unless a specific written request is made for its return.
The successful firm will be expected to sign a standard federal A/E
