Service-Washington, sinesvj@hqda.army.mil. The Defense Supply Service,
on behalf of the Office of the Deputy Chief of Staff for Operations
and Plans (ODCSOPS), Headquarters, Department of the Army, is
conducting a market survey to identify potential GSA Schedule vendors
capable of providing the services described in this notice. The
Government contemplates potential award of a GSA Schedule delivery
order for one (1) base year plus four (4) potential option years to be
exercised solely at the discretion of the Government. Services include
providing database support services, primarily in support of the Army
Staff and Secretariat in the Headquarters, Department of the Army, in
the National Capital Regional (NCR). The database work involves
operating the Army's Metaphor/Intelligent Database Server system,
SYBASE database running on an IBM RS/6000, and Pilot multidimensional
software. Contractors must demonstrate a SECRET or higher security
clearance level; system administration and supervisory personnel
require TOP SECRET clearances. Personnel will be required to sign
individual non-disclosure agreements on budget data. Vendors must also
demonstrate experience with all of the major Army databases, SAMAS,
LOGSACS, PERSACS, TAADS, TAEDP, PMAD, SORTS. Vendors must demonstrate
experience performing rapid turnaround -- less than one (1) week in
duration -- database solutions from multiple Department of Defense
databases as well as experience providing prioritization services using
TOPSIS or similar model to solve prioritization problems in the Service
Headquarters. NOTE: ALL OF THE FOREGOING CAPABILITIES ARE MANDATORY.
Vendors should also demonstrate the ability to convert hierarchical
database to relational database and show experience merging data from
a hierarchical database with other Army databases. THIS IS NOT A
REQUEST FOR PROPOSALS AND THE INFORMATION CONTAINED HEREIN IS FOR
PLANNING PURPOSES ONLY. Interested vendors should forward TWO (2)
