General Services Administration (GSA), Federal Technology Service FTS,
Office Of Information Security (OIS), intends to identify qualified
sources who have the resources for establishing an Intrusion Detection
Capability which would include the capability of installing hardware
and software on Information Technology (IT) resources throughout the
Federal Civilian Agencies and Departments. The applied technology
solutions intended will have the ability to initially focus on external
attacks from unauthorized sources and provide the government with the
ability to analyze incoming TCP-IP traffic and identify and collect
unauthorized activities and trends posing a threat to Federal IT
resources and the information processed, stored, or transmitted
thereon. Collected sensor data is intended to be recorded and capable
of near-real-time forwarding by out-of-band telecommunications channels
to a central analysis facility located in the metropolitan Washington
DC area. Candidate technology solutions for all hardware, software, and
telecommunications support components are in process of being
identified and research is being conducted to evaluate functional
capabilities and to establish cost estimates. New innovations in
intrusion detection technology will be considered. Effectiveness,
salability, and value to the Government should be evident in responses
containing such information. Requirements will identify analytical and
visualization tools and are considered a critical component of the
overall intended effort. This request for information on capabilities
is open to all business concerns. Responses addressing these focused
capabilities should be limited to 20 pages and are due by mail NO LATER
