synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE
ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN
SOLICITATION WILL NOT BE ISSUED. The Solicitation number USSS990039 is
issued as a Request for Proposals (RFP). The Solicitation document and
incorporated provision and clauses are those in effect through Federal
Acquisition Circular 97-10. This action is a 100% small business
set-aside. The SIC Code is 5065 Electronic Parts and Equipment and the
small business size standard is 500. Substitutions for the items
listed below is not allowed. Only the item and the Brand stated below
will be considered for award. (Note: For purposes of calculating
freight charges to be included in your offered price, Separate shipment
lots are noted). The U.S. Secret Service has a requirement to purchase:
(A) Fifty Nine (59) ITT Night Enforcer 160, Night Vision Viewer, Part
Number NE160 (Generation 3). These items will be shipped in lots of
43/1/7/8. (B) Three (3) ITT Night Enforcer 260, Vision Binoculars. Part
Number NE260 (Generation 3). These items will be shipped as 1 lot. (C)
Seven (7) ITT Night Enforcer 190, Night Vision Viewer, Part Number
NE190 (Generation 3). These items will be as 1 lot. (D) Forty Seven
(47) ITT Night Enforcer Tactical Monocular 6015, Part Number NE6015, UL
(Generation 3). These items will be shipped in lots of 25/10/12. All
items shall include a five year warranty on intensifier tube and a
three year warranty on system parts. A single award shall be made from
offers received; all items must be offered in order to be eligible for
award. Delivery 30 days after receipt of Contract (ARC). Delivery is
FOB Destination with all freight included in delivered price. Delivery
locations are in the following ZIP CODES (20223, 20005, 20502, 20705,
20708). Detailed Delivery Locations will be coordinated at time of
award. The following FAR Provisions are applicable to this RFP -- FAR
52.212-1, Instructions to Offerors -- Commercial; Far 52.212-3, Offeror
Representations and Certifications -Commercial Items; FAR 52.212-4,
Contract Terms and Conditions -- Commercial Items; FAR 52.212-5
Contract Terms and Conditions Required to Implement Statues or
Executive Orders -- Commercial Items. Offerors must include a signed
copy of the Representation and Certifications with their offers. Copies
of the Representation and Certifications are available on-line at
http://www.treas.gov/usss/proc then click button for "Procurement
Opportunities", then view and print clause 52.212-5, complete clause
information and return with quote. The contract specialist will not
accept telephone calls requests for copies of the FAR Provisions. The
offeror shall provide three (3) business references of customers,
preferably other Government Agencies who have purchased equipment of a
similar nature (Note:the Contractor may list the USSS as one of the
three references for Past Performance). The USSS will contact the
references to check on the offeror's past performance with regard to
timeliness and quality of delivery, and other measures of customer
satisfaction. The offeror shall provide the company name, address,
phone number, and contact point for each of the references. The
combined information shall be evaluated as Pass, Fail or Neutral. An
evaluation of Pass or Neutral must be made for past performance to be
acceptable. In event of a Fail evaluation, offerors will be given
opportunity to rebut negative comments in accordance with the
procedures out lined in FAR part 15. The Government intends to award a
firm fixed price contract or contracts to the responsible offeror with
acceptable past performance whose proposal, conforming to the
specifications and items listed herein, will be the most price
advantageous to the Government. Offers may not be submitted for
quantities less than those specified for a given equipment model. The
Government reserves the right to make an award on any item for a
quantity less than the quantity offered, at the unit prices offered,
unless the offeror specifies otherwise in the offer. All offers, which
shall include the price proposals and signed copy of the
Representations and Certifications, shall be mailed to the U.S. Secret
Service, Procurement Division, 1310 L Street N.W., Suite 730,
Washington, DC 20223, Attn: Stephanie Gales, for receipt no later than
3:00 P.M. July 2, 1999. Award is anticipated within four weeks after
