Dodson 301/504-8445 This is a combinded synopsis/solicitation for
commerical items prepared in accordance with FAR subpart 12.6 as
supplemented with additional information included in this notice. The
announcement constitutes the only solicitation ; proposals are being
requested and a written solicitation will not be issued. The
solicitation number 99-32NR-145 is issued as a Request for Quotation
(RFQ), and incorporates provisions and clauses that in effect through
Federal Acquisition circular 90 -- 46. The standard industrial
classification code is 6640. Delivery is required on or about July 30,
1999 or within 30 days after award. Delivery is FOB destination to
USDA,ARS,BA,NRI,ISL Bldg 303, Powder Mill Road East, Beltsville, MD

Dodson Jr. The proposed contract will include the following: Item 01,
FT-IR Spectrometer to include inside delivery, set-up, training and 5
yr warranty Descriptive literature showing that the quoted FT-IR
SPECTROMETER meets all specifications included herein mjust accomany
the quotation. This system should consist of a Fourier-Transform
Infrared Spectrometer (FT-IR), FT-Raman module, experimental sample
accessories, and associated software as descibed below: (1)FT-IR
Spectrometer. The FT-IR spectrometer must be high perfomance, optically
flexible, rugged and user serviceable. The instrument is to be operated
using vendor supplied software on a PC computer. The instrument as
delivered must be able to accommodate applications in raman, mid-and
near infrared spectroscopy. 1The interferometer must be capable of
achieving resolution of better than 0.1251/cm meassured full with at
half height (FWHH). Automatic interferometer alignment necessary for
perodic system optimization and spectral range changeover must be under
complete computer control. 2 The standard spectral range must be 11,
000 to 400/cm without changing the interferometer, beamsplitter and
detector.3 Detector selector must be completely automated and accessed
via software control. 4 The system must be able to accommodate
simultaneously mounted sources for both mid-andnear-IR operation. The
source must be high intensity and air cooled to eliminate the need for
water supplies or recirculators. 5 The system must be capable of
collecting a minimum of 35 scans/sec at a resolution of 16 1/cm(8 1/cm
data point spacing) wiuth interferograms written directly to the hard
disk of the PC. 6 The spectrometer must carry a five year warranty on
all interferometer components. 7 The main sample compartment must
provide a pinned in place removable baseplate to facilitate
experimental set up and easy intercahnge of sampling accessories. The
sample chamber must posses purge shutters to prevent loss of purge from
the spectrometer. The sample compartment must provide an electronic
control bus to permit the installation of an optional accessory. 8 a
real time display of a fully ratioed spectrum at full resolution is
requiredduring data collection. True multitasking in which searching,
plotting, word processing, data collection etc., can be performed
simultaneously is required. 9 The spectrometer and software must be
capble of automatically identifying when an accessory has been placed
or moved from the main sample compartment. 10The insrtument must be
completely sealed and desiccated to protect the hydroscopic optical
components. (2) Raman Module for FT-IR Spectrometer 1 The excitation
laser must be powered by laser diodes to provide 1064 nm excitation,
for maximum fluorescence rejection. The power at the sample should be
continually variable in the range 0-1.5W, which should be software
controlled. The output of the laser should be single mode and has an
extremely high stability (<0.05%rms noise flutuations) in order to
obtain a high signal-to-noise of the FT-Raman spectrum. The laser is
air-cooled and does not require any other ecternal cooling. 2 It should
be possibly to fit a high-sensitivity Room Temperature InGaAs detector
in the FT-IR instrument. Switching between FT-Raman and FT-IR detector
should be computer software controlled, requiring no mechanical
changes. 3 A 180 degree reflective geometry should be available.
Positioning of the sample in the focus of the laser beam should
controlled from the software. (3) ATR Accessory This accessory should
be set in FT-IR sample compartment. It should be "point-to-point"
contact sample and crystal for solid, gel and powder samples. It has a
spectal range of 4000 -- 650 1/cm. The accessory also should be
complewtely purgeable,alignment easliy and baseplate configured to
bench for maximum reproduciblity. And Complete with standard software
with the system.. The Government will award a contract resulting from
this solicitation to the responsive/responsible offeror whose offer
conforms to the solicitation and is most advantagous to the government.
Any interested/qualified source who belives thay can provide the
required equipment mus t respond by 3 p.m. on or before July 13, 1999.
All such responses will be evaluated in order to determine the ability
to meet the above stated capabilities. The following factors shall be
used to evaluate offers; technical capability, price, past performance
when combined are approximately equal to cost or price. Responses
shall include literature brochures, and other such information
corresponing to the required items which demonstrates the capbilities
of the offeror's equipment. The following FAR clauses and provisions

and reasonable price; 52.212.3, Offeror Representations and

(b) of FAR 52.212.5, Contract terms and conditions Required to
Implement Staues orExecutive Order-Commercial Items, will apply to the
