D. White, pam.white@msfc.nasa.gov. NASA/MSFC plans to issue a Request
for Quotation (RFQ) for a Two-Micron Continuous-Wave Laser. The
two-micron continuous-wave laser shall provide a continuous-wave,
single-frequency, single longitudinal mode, diode-pumped, Tm,Ho:YLF
laser including the necessary power supply and control electronics with
the following performance and physical specificaitons: Lasing Material:
TM,HO:YLF; Operating wavelength: Between 2.047-2.059 microns (within an
atmospheric transmission band); Spatial mode: TEM00 Gaussian; Output
power in a single frequency: Greater than 150 mW; Linewidth: Less than
10 kHz per 100 microseconds; Power stability: Less than 5%
peak-to-peak over 1 minute; Short term frequency jitter: Less than 10
kHz per msec in standard laboratory environment; Long term frequency
drift: Less than 500 MHz per 24 hours in standard laboratory
environment; Output polarization: Greater than 98% linear; polarization
should be parallel to laser mounting surface; Cooling: Air-cooled (no
water or gas flow); Power requirements: 110V, 60Hz; Maximum Size and
Weight Laser head: 12" x 6" x 6"; 10 lb. Power supply and controller:
12" x 12" x 6"; 10 lb. Display: Diode laser current and temperature;
laser crystal temperature is desirable. Vendor shall furnish complete
instruction manuals to sufficiently aid the user to install, operate,
and maintain the laser. This procurement is being conducted under the
Simplified Acquisition Procedures (SAP). NASA/MSFC intends to purchase
the items from Coherent Technologies, Lafayette, CO. Coherent
Technologies is the only company that manufactures two-micron lasers
suitable for coherent Doppler lidar remote sensing applications. The
Government does not intend to acquire a commercial item using FAR Part
12. See Note 26. See Note 22. Interested firms have 15 days from the
publication of this synopsis to submit in writing to the identified
point of contact, their qualifications/capabilities. Such
qualifications/capabilities will be used solely for the purpose of
determining whether or not toconduct this procurement on a competitive
basis. Responses received after the 15 days or without the required
information will be considered nonresponsive to the synopsis and will
not be considered. A determination by the Government to not compete
this proposed effort on a full and open competitive basis, based upon
responses to this notice is solely within the discretion of the
Government. Oral communications are not acceptable in response to this
notice. All responsible sources may submit an offer which shall be
considered by the agency. An Ombudsman has been appointed. See Internet
