synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; offers are being requested and a written
solicitation will not be issued. This notice is being issued as a
Request for Offer (RFO) for the acquisition of a Schlieren-based
system, which must meet the following performance requirements: 1)
provide real-time video output of the ultrasonic field; 2) the optical
field of view shall be of variable dimension, with maximum area no
smaller than 10 cm wide; 3) optics shall provide zooming capability of
a factor of x3, minimum; 4) optical output shall be quantitatively
related to the ultrasonic beam intensity; 5) the system shall provide
image digitization capability (minimum 640x480 pixels at 8 bits) to
allow digital processing; 6) the system shall have software capability
to quantitatively analyze an imaged beam to extract typical transducer
characterization parameters, to include, but not limited to, lateral
and axial beam profiles and peak intensity; 7) the system shall have
hardware and software capability to rotate a transducer about an axis
to discrete angles spanning a full 360 degrees rotation, to
quantitatively image its beam at each discrete angle, and to
tomographically reconstruct the three-dimensional beam distribution; 8)
the system shall image both continuous wave beams and pulsed beams.
Timing circuitry shall be contained to synchronize the system with the
ultrasonic transmitter to allow observation of a propagating
ultrasonic pulse during continuously selectable points along its path;
9) the water tank for the system shall be wide enough to accommodate
a fixture 40 cm wide and deep enough to place the center of a 40 cm
high fixture near the center of the optical field of view; 10) the
controlling computer shall have either built-in ethernet interface
hardware or a minimum of one open and accessible PCIslot to enable
installation of a government-provided ethernet interface card; and 11)
the system shall be Y2K compliant. The Contractor will be required to
provide installation and verification of operation on site at LaRC.
Installation shall be scheduled by agreement between the contractor and
the NASA/LaRC technical representative to occur within two weeks of
receipt of the device. Complete documentation shall be required for all
components of the system, including all original manual(s) provided
with any commercial, off-the-shelf (COTS) components or software, and
two copies of operating and service manuals for any Contractor-supplied
components and software and for the system as a whole. The contractor
shall provide on-site training for the use of the system to a minimum
of 4 LaRC personnel (Civil Service, students and on-site contractors to
be named by NASA/LaRC), and shall provide all materials necessary to
conduct the training. The provisions and clauses in the solicitation
are those in effect throughFAC 97-11. The SIC code and the small
business size standard for this procurement are 3829 with a size
standard of 500 employees respectively. The offeror shall state in
their offer their size status for this procurement. All qualified
responsible sources may submit an offer which shall be considered by
the agency. Delivery to NASA Langley Research Center is required within
twenty-four (24) weeks after contract award. Delivery shall be FOB
Destination. The DPAS rating for this procurement is DO-C9. Offers for
the items described above shall be mailed to the bid distribution
office by the date/time specified above and include the information
required by FAR 52.212-1-Instructions to Offerors-Commercial Items (Apr
1998), solicitation number, FOB destination to this Center, proposed
delivery schedule, discount/payment terms, warranty duration (if
applicable), taxpayer identification number (TIN), identification of
any special commercial terms, and be signed by an authorized company

number. Awardwill be based upon overall best value to the Government,
with consideration given to the factors of proposed technical merit,
price, and past performance. Unless otherwise stated in the
solicitation, for selection purposes, technical, price, and past
performance are essentially equal in importance. It is critical that
offerors provide adequate detail to allow evaluation of their offer.
