443-2696 DESC: The National Institute of Mental Health (NIMH) plans to
issue a Request for Proposals (RFP) No. NIMH-99-DB-0006 entitled
"Brain Molecular Anatomy Project (BMAP) Resource Center". Issue date of
the RFP will be on or about Wednesday, July 7, 1999 with receipt of
proposals on or about Tuesday, August 24, 1999. It is anticipated that
award will be made on or about November 30, 1999. Proposals are being
solicited under Full and Open Competitive procedures using Standard
Industry Code 8731. A one (1) year cost-reimbursement type contract,
with three options of one year each is contemplated. This RFP will
utilize the National Institute of Allergy and Infectious Diseases'
(NIAID) Contract Review On-line (CRON) system. Offerors will submit
their proposals ELECTRONICALLY. In addition to your electronic
submission, Offerors will be required to submit one complete original
signed HARDCOPY of their proposal. Please note that the electronic copy
of your proposal will need to be submitted in Adobe Acrobat portable
document format (PDF). Adequate security for electronic transmission
will be provided by using a dedicated server with access restricted
through passwords. NIMH intends to award a single contract with
multiple scientific and administrative components for this requirement.
The Brain Molecular Anatomy Project (BMAP) is an interdisciplinary
project to establish state-of-the-art technologies and informatics
systems to decipher the molecular anatomy of the mammalian brain. This
multi-institute effort consists of several distinct components: 1)
gene discovery, 2) gene expression analysis, and 3) the development of
new technologies and resources that will facilitate rapid completion
of projects supported under the first two components, as well as
subsequent functional studies of the mammalian nervous system. The BMAP
Resource Center to be created under this contract will collect,
maintain, and validate biological reagents, cDNA libraries, individual
cDNA clones and UniGene sets, which are generated under other BMAP
contracts and grants. The Resource Center contractor will: receive,
validate and carefully archive these biomaterials; maintain them under
proper storage conditions; and distribute these materials with the
associated data to the qualified investigators in the scientific
community. The BMAP Resource Center will streamline activities and
provide a highly efficient, rapid, and cost-effective mechanism for the
distribution of validated biological materials and reagents and that
serve as the "gold standard" for functional studies of the mammalian
nervous system. The successful offeror will have a staff in highly
specialized areas of science, such as molecular genetics, molecular
biology, neuroanatomy, bioinformatics, and computational biology who
can establish a repository to collect, archive, maintain, and
distribute biomaterials such as cDNA libraries, individual cDNA clones,
and cDNA clones arrayed in multi-well plates. THE RFP WILL BE AVAILABLE

calendar days after the issuance of this synopsis. OFFERORS ARE
