Information Systems Agency/Information Transport Engineering Support
Organization (DISA/ITESO) is seeking vendor information to identify
potential sources who can provide all the necessary technical support
to the Defense Information Systems Agency (DISA) in accomplishing its
mission to support (1) Nuclear Battlestaff and Operations Team
assessment and performance certification, conducted by the Joint Staff
J-38 Nuclear Operations Division, on behalf of the Chairman, Joint
Chiefs of Staff, using criteria derived from the Emergency Action
Procedures (EAP) of the Chairman, Joint Chiefs of Staff (CJCS); and,
(2) National Level Nuclear Command Control (C2) procedure assessment,
prototyping, development, and nuclear battlestaff training . The
results of this effort will significantly contribute to maintaining and
improving the high state of readiness and flexibility of the National
Military Command System (NMCS), Nuclear Command and Control (C2)
capability. The assessments and procedural review ensure that critical
CJCS Procedures and Instructions are up-to-date and provide adequate
guidance, and that command center procedures, equipment, and personnel
perform as required, to support the Chairman, Joint Chiefs of Staff,
under realistic conditions of crisis, theater and general war. DISA, as
the Nuclear C3 Systems Engineer, has provided support to the Joint
Staff for Nuclear command and control procedural development and for
the conduct of nuclear battlestaff assessment and certification for
over a decade. DISA develops, or assists in developing, significant
portions of the Emergency Action Procedures of the Chairman, Joint
Chiefs of Staff (EAP-CJCS), and associated Chairman, Joint Chiefs of
Staff Instructions (CJCSI) which specify performance standards for the
nuclear command and control system. With DISA support, the Joint Staff
develops and conducts annual assessments, called Staff Assessment
Visits (SAVs), at each of the NMCS and nuclear certified
Commander-in-Chief (CINC) command nodes. The SAV process is the
Chairman, Joint Chief of Staff's principal means to determine the
readiness of national command and control for nuclear decision making.
The EAP-CJCS and related procedures and CJCSI specify, and the SAVs
assess, the capability and process by which the national military
infrastructure provides the NCA with unambiguous situational reporting,
attack warning, intelligence, and force and option status supporting
nuclear decision making and execution, and nuclear force and C3
management. Accurate performance of these functions is vital to ensure
that the NCA has sufficient information and means for effective and
appropriate nuclear employment decisions through all levels of
conflict. The SAV accomplishes its assessment primarily through the
administration of a comprehensive exercise scenario to each nuclear
CINC battlestaff and NMCC Operations Team. The scenario drives them to
perform their designated nuclear command and control functions under
realistic conditions. The SAVs are held at each of the CINC and NMCS
primary and survivable nodes with nuclear C2 functions. The Joint Staff
Nuclear Operations Division (J-38) reports the results of each SAV to
the appropriate CINC, and to the participating battlestaff. Each CINC
battlestaff is certified for performance of nuclear operations based on
successful completion of the SAV evaluation. Likewise, the J-3 Deputy
Directors for Operations (DDOs) and their NMCC Operations Teams are
evaluated in their unique nuclear C2 role, and the results are reported
to the J-3. At the conclusion of each SAV cycle, the Joint Staff
Director for Operations (J-3) provides a final overview report of all
SAV results to the CJCS. A DRAFT version of the Statement of Work (SOW)

is for an initial performance period of twelve (12) calendar months and
may be extended, by suitable Government modification to the contract,
to a total contract term not to exceed five (5) calendar years. The
contract effort is divided into three separate tasks. Task 1, CINC and
NAOC Staff Assessment Visit (SAV) Support is currently funded. The
remaining two tasks, Task 2, NMCC Operations Team SAV Support, and Task
3, Nuclear Command and Control Procedures Development, are identified
in the SOW as defined and undefined task order effort. These tasks are
currently unfunded, and will be exercised if and when DISA receives
additional Joint Staff direction and funding. All responsible sources
may submit a qualification statement which shall be considered. Firms
must indicate in their response the level of clearance possessed and
business size. Information submitted shall include a concise synopsis
of your organization (include company name, address, telephone and fax
numbers and technical points of contact), personnel (corporate and key
personnel (with references)), facilities, technical information and
past experience to meet the specific needs as stated in the SOW. The
Government shall not be liable for or suffer any consequential damages
for any proprietary information not properly identified. Proprietary
information will be safeguarded in accordance with applicable
Government regulations. No entitlement to payment of direct or indirect
costs or charges by the Government will arise as a result of the
submission of contractors' information. Responsible/interested sources
responding to this announcement shall submit their qualifications and
