Illinois is seeking an architect/engineering firm to prepare 100%
complete construction drawings and specifications for project
#809-CM-3012, Drainage Corrections at the Danville National Cemetery,
Danville, Illinois. Project design work will include: a preliminary
site survey of the drainage canal and all existing conditions, grades,
and structural stability of the existing masonry headwall for the
purpose of correcting all drainage problems located under entry drive
and at outfall at property line. The proposed contract is restricted
for an emerging small business ($1.25 million average annual receipts
for preceding three years). Competitive negotiations shall be used to
award contract. The geographical limitation for consideration is within
a 100-mile radius of the city limits of Danville, Illinois. Requests
from offerors located outside the geographical area will not be
honored. The estimated cost range of the construction project that
shall follow is between $100,000.00 and $250,000.00. All work under
this contract, exclusive of Government review time, shall be completed
within 60 calendar days. The following evaluation factors shall be
used in the source selection process to identify the most highly
qualified sources: (a) specialized experience and technical competence
in the type of work to be performed (civil engineering, landscaping,
historic preservation, etc); (b) specific experience and qualifications
of personnel proposed for assignment to the project and record of
working together as a team; (c) professional capacity of the firm in
the designated geographic areas to perform the work with the time
limitations; (d) past record of performance on contracts with the
Department of Veterans Affairs; (e) geographic location and facilities
of the working office which would provide the professional services
and familiarity with the area in which the project is located; (f)
demonstrate success in cost effective design and achieving energy
efficiency in facilitydesign and in meeting design schedules and
construction cost limitations; (g) demonstrate quality of design and
technical services provided on other similar projects. Interested
offerors shall submit two copies of Standard Form 254
"Architect-Engineer and Related Services Questionnaire" and Standard
Form 255 "Architect-Engineer and Related Services Questionnaire for
