J -- UPGRADE AND REFURBISH AN OXYGEN-18 ANALYSIS SYSTEM. SOL HCB051 DUE 070999 POC Pamela E. Smith, Purchasing Agent, (919) 541-0635 THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is HCB051 and the solicitation is being issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-11. The Environmental Protection Agency (EPA) anticipates that the contract will be awarded as a result of full and open competition. A firm-fixed-price purchase order is anticipated to result from the award of this solicitation. The associated Standard Industrial Code (SIC) is 3826. This procurement requires the contractor to upgrade and refurbish an "Oxygen-18 Analysis System" which consists of two parts: 1) an isotope ratio mass spectrometer (hereafter referred to as SIRA 10), and 2) an elemental analyzer (hereafter referred to as CARLO ERBA). The two (2) instruments are connected together to form one "system". The system cannot function independently. Both instruments were purchased in 1989 and have been operating continuously since that time. SPECIFIC TASKS IN STATEMENT OF WORK: The contractor shall upgrade the SIRA 10 consisting of these tasks: 1) Upgrade to a "pluggable" design for easier maintenance, and provide a backup source in case of future problems. 2) Change old style water-cooled diffusion pumps to newer turbo pump system not requiring water cooling. 3) Change old style inlet to a more basic inlet to allow reference gas for calibration. 4. Upgrade old SIRA 10 data acquisition to DACC data acquisition and control card inside PC. 5) Upgrade bench and wiring using the existing 8-80 source. The contractor shall upgrade the CARLO ERBA consisting of these tasks: 1) Change out old model CNOS analyzer (model 1106) to newer NA 2500 complete with new autosampler. 2) Re-plumb carbon monoxide effluent stream of the CARLO ERBA to the upgraded SIRA 10 software. FINAL TASK: Test the entire system to ensure that organic samples are analyzed for oxygen-18 content in an accuracy and precision comparable or better then the present system. SCHEDULING AND LOGISTICS: All of the upgrade is to be performed at one time. Many components involved in the SIRA 10 upgrade can and should be performed off-site and then exchanges at one time on-site to reduce down time. All parts removed from existing equipment (except the Carlo Erba 1106) become the property of the contractor and shall be removed and shipped away from E.P.A. at the contractors expense. It is anticipated that the frame of the original instrument may be replaced by another smaller frame, in which case, exchange of the EPA property decal would be necessary. The shipping cost of all new or refurbished parts coming into the EPA shall be paid by the contractor. DELIVERABLES: Proposed Start Date: July 9, 1999, Completion Date: July 2, 2000. 1.) The contractor shall provide the SIRA 10 upgrade within 12 months from the awarding of contract. 2.) The contractor shall provided the CARLO ERBA upgrade within 12 months from the awarding of the contract. Quotations will be evaluated using the following technical capabilities criteria: 1.) Experience with similar upgrade projects; 2.) Past performance -- provide 3 references. Award will be made to the lowest priced offer meeting all of the technical requirements. The following FAR provisions apply to this solicitation: 52.212-1, Evaluation-Instructions to Offerors-Commercial; 52.212-2, Evaluation-Commercial Item. Evaluation criteria to be included in paragraph (a) of provision 52.212-2 are as follows: (I) technical capability to meet the Government requirements; (ii) past performance; (iii) price, in decreasing order of importance. Technical and past performance, when combined, are significantly more important than price. All offerors are to include with their offers a completed copy of provision 52.212-3, Offeror Representations and Certifications-Commercial Items. The following FAR clause applies to this acquisition: 52.212-4, Contract Terms and Conditions-Commercial Items and 52.217-7, Option for Increased Quantity -- Separately Priced Line Item.
