ABOVE ARE EXPECTED. THE PROCUREMENT STRATEGY PLANNED AT THIS TIME IS
FOR THE REQUIREMENT DESCRIBED BELOW TO HAVE DUAL AWARDS. ONE AWARD WILL
BE THRU THE REGULAR 8 (A) COMPETITIVE PROCESS AND THE OTHER AWARD TO AN
INDIAN TRIBAL CONCERN. THIS SOURCES SOUGHT ANNOUNCEMENT ONLY PERTAINS
TO THE INDIAN TRIBAL PORTION. THIS IS NOT A SOLICITATION ANNOUNCEMENT
FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT.
NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING
INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND ANY FOLLOW-UP
REQUESTS. NO TELEPHONE CALLS REQUESTING A SOLICITATION WILL BE ACCEPTED
OR ACKNOWLEDGED. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME .
RESPONSES SHALL NOT EXCEED 40 PAGES AND STANDARD COMPANY BROCHURES ARE
NOT DESIRED. INFORMATION SHALL FOCUS ON THE CAPABILITY TO PROVIDE
TECHNICAL SUPPORT SERVICES DEFINED BELOW. The Environmental Protection
Agency (EPA) has a requirement for Records Management Support and
support/management of the agencies Libraries, Public Information
Centers (PIC) and International Information Support Services. The
contractor will provide library and records management support services
within individual EPA program offices, records centers, dockets,
Operation of EPA Public Information Centers, and Operation of the EPA
INFOTERRA/USA National Focal Point and other international information
services. Support for Records Management and Libraries will be
accomplished at EPA Headquarters and locations at any or all of the
Regions and Laboratories. Specific functional requirements for Records
Management include: Management of Agency Records and Documentary
Materials; Provide Electronic Records Management and Hard Copy Document
Management; Bring Records Under Intellectual Control; Maintain Active
and Inactive Records; Provide Access To Agency Records and Related
Information; Records Disposition; Document/Record Conversion; Support
for Implementing the Agency Records Management Program; Conduct Records
Management Special Studies; Provide Support for Records Management
Communications; Provide Technical Assistance in Resolving Records
Management Problems; Provide Imaging Services and Workflow Tools and
other related PC Peripherals; Have experience in Electronic Records
Search and Retrieval using a number of different LAN, WAN and Internet
Applications; and Administrative and General Support. Specific
functional requirements for libraries include: Library Services;
Provide Reference Services; Develop and Maintain Information
Collections (online and hardcopy); Support for Acquisition of Library
Materials; Develop and Maintain Web Pages; Catalog Library Holdings and
Web Resources; Maintain an Effective Circulation System; Provide
Interlibrary Loan (ILL) Services; Provide Indexing and Thesaurus
Development Support; Provide support for the Terminology Reference
System; Assist in Providing Publications; EPA Library/Public Access
Network Program Manager Support; Technical Analysis and Consultation;
Provide PIC and Clearinghouse Services; Inquiry Response; Inventory
Maintenance; Support for Visitor Centers; INFOTERRA International
Information Services; and Support for the INFOTERRA Program Activity
Center (PAC), NFP Network, and Other United Nations Environment
Programs (UNEP). For both records and libraries support services the
contractor shall have people skilled in the use of new technology used
for managing records and libraries and will maintain online
information material resources, develop specialized web based
collections, and develop and maintain web pages. The Statement of Work
for this contract will be Performance Based. The applicable SIC Code
is 7375. INDIAN TRIBAL NATIONS with the capability of providing these
services are invited to submit, in writing, sufficient information
within the page limitation ( 40 pages) which demonstrates their ability
