Service-Washington (DSS-W) is issuing this "sources sought"
announcement to all small businesses, small disadvantaged businesses,
women-owned small business concerns, and SBA 8(a) contractors for the
purpose of identifying sources capable of satisfying the government's
requirement for education support services to assist Army Continuing
Education System (ACES) professionals in the delivery of adult
education services at sites throughout the world. The Government will
not pay for information submitted in response to this sources sought
request. This sources sought request does not constitute an invitation
for sealed bid or request for proposal, nor is it to be construed as
a commitment by the Government. The Standard Industry Code (SIC) is
8299. Services may potentially be ordered for any location containing
concentrations of Active or Reserve Army personnel. Service functions
include Reception and Administration, Counseling Support, Facilities
Administration, Automation and Technology, Test Examiner, Test Proctor,
Multi-Use Learning Facility (MLF) Instruction, MLF Support, and
Educational Programming Services (see Statement of Work (SOW) at DSS-W
Homepage). The government currently projects ordering an estimated
426,000 hours of services at over 94 major locations throughout the
United States, Korea, and certain Pacific Islands. Potentially,
services could also be ordered for locations in Europe or other
locations outside of the Continental U.S. during the life of the
contract. The government anticipates that the hours of usage and number
of sites will grow over the life of the contract. This anticipation of
growth will be influenced most by the competitiveness of prices under
this contract in relation to existing or previous contracts at
individual Army installations. The Government intends to consider award
of a single award firm fixed price, loaded labor-hour contract for a
one-year base period and four one-year option periods. The anticipated
start date of this contract is 1 April 2000. Using this "sources
sought" announcement, limited to responsible small businesses, small
disadvantaged businesses, women-owned small business concerns, and
eligible SBA 8(a) contractors, each interested concern shall submit a
capability package that provides a description of their program along
with their capabilities/qualifications to meet the Army's requirements.
The Army is not looking for sales brochures but for clear, concise
evidence that small businesses, small disadvantaged businesses,
women-owned small business concerns, and SBA 8(a) contractors have the
knowledge, resources, experience, and technical expertise to execute
this requirement through sustained and uninterrupted education service
to our soldiers. Although this notice includes "screening criteria,"
the criteria are not used to qualify potential sources or to exclude
potential competitors. The purpose of screening respondents is to allow
the government to assess the potential competitive base and to
determine whether various set-asides are appropriate. Proven expertise
or evidence shown and satisfactory past performance in the area of
education services of this size and scope is a critical component of
this requirement. To facilitate a prompt review by the Army, a maximum
of a three (3) page executive summary shall be affixed to the front of
your capability package that identifies, by page and paragraph, your
firm's relevant capability. Your capability package shall not exceed 25
pages, and will be screened using the following criteria: -Description
of capability to perform the services required on a worldwide basis
(include technical expertise, experience, adequate resources, and
ability to plan, organize, and effectively use resources in a
coordinated manner for continuos education support). -Description of
teaming arrangements, subcontracting plans, and a plan that outlines
methods used to recruit develop/train and retain/replace qualified
personnel. -Listing of three most current, relevant past performance
contract references. Provide contract number, location, agency, and
name of point of contact with telephone number and full address.
Include contract award amount, size, and scope. -Ability to begin work,
worldwide, on 1 April 2000. All capability packages are due at Defense
Supply Service-Washington on Thursday, 15 July 1999, by 1300 hours
EDT. Facsimile (fax) or e-mail capability packages will not be
accepted. Late submissions will not be accepted or considered. Point of
