PROPOSALS CONSTRUCT PARKING LOTS, 6000 AREA, FORT SILL, OK. Point of

Proposals is being conducted under Part 14 of the Federal Acquisition
Regulation (FAR) using the two-step sealed bidding process. THERE WILL
BE A PRE-PROPOSAL BRIEFING AND SITE VISIT ON JUNE 29, 1999, AT 9:00
A.M. AT THE ABOVE ADDRESS. VENDORS WHO DO NOT PARTICIPATE IN THE
BRIEFING AND SITE VISIT RISK NOT RECEIVING VITAL INFORMATION NEEDED TO
SUBMIT AN ACCEPTABLE PROPOSAL. To ensure adequate meeting space,
vendors planning to attend the briefing and site visit should notify
the point of contact in advance. Under Step One, interested vendors
shall submit a technical proposal that is acceptable without additional
explanation or information. All proposals must clearly identify all of
the requirements as provided in the attached scope of work and at the
pre-proposal briefing and site visit. Proposal must include sketches
of plot plans showing size, location of parking lots and sidewalks,
lights, method of drainage, curb and gutter, tree removal and trees to
be salvaged, utility relocations and any other pertinent details. Plot
plans must include dimensions. The technical proposal will be evaluated
on the basis of method of accomplishment, total number of parking
spaces, 2 years experience in construction of asphalt roads and parking
lots (past performance information must be included with the technical
proposal), amount of tree removal, size, layout, sidewalk locations
and method of drainage of parking lots. The Government may make a final
determination regarding a proposal's acceptability solely on the basis
of the proposal as submitted. The Government may request additional
information from offerors of proposals that it considers reasonably
susceptible of being made acceptable and may discuss proposals with
their offerors. Unacceptable proposals will not be invited to submit
prices in the solicitation process. A single offeror may submit
multiple proposals. Vendors will be bound by their technical proposal.
Vendors with proposals determined to be unacceptable will be notified
on final determination of unacceptability. Vendors will receive
instructions and be notified of any additional materials, submittals or
information required before prices are submitted. Step Two will consist
of a sealed bid. DO NOT SUBMIT PRICES WITH THE TECHNICAL PROPOSAL.
Total cost of the proposal is limited to $250,000. The Government will
award on a firm-fixed price basis to the responsible offeror who
submits the lowest-priced acceptable offer. Bonds will be required. All
work must be completed no later than 30 Nov 99. Contractor will be
allowed 90 calendar days to complete work. Late proposals and revisions
of proposals will not be considered unless the circumstances meet the
specific requirement of FAR 52.215-1(c)(3)(i). The Government will
notify vendors of the date for submission of technical proposalsat the
pre-proposal briefing and site visit. This project is unrestricted.
