This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is issued as an invitation for bid (IFB). The solicitation No. is IFB 294-99-018. The solicitation document and the sociated standard provisions and clauses are those in effect through Federal Acquisition Circular 97-11 90-046. The following is the description of items requested: Item 1. A total of 1,200 meters of 18 5/8th blank type well casing with a 0.435 inches thickness. Casing shall be new, unused, unreconditioned, API 5CT Grade J55 seamless casing, with buttress threaded joints. PVC thread protectors shall be provided at each end of the casing. Casing length to be not less than 10 meters. Casing are to be packaged to prevent damage to the casing, to maintain true alignment and to facilitate proper handling and transportation. Item 2. A total of 99 each pipe joints with couplings for the 18 5/8th casing. Coupling are to be matched to the casing and of similar material and strength to casing. Item 3. A total of 2,905 meters of 9 5/8th blank type well casing with a 0.352 inches thickness. Casing shall be new, unused, unreconditioned API 5CT Grade J55 seamless casing, with buttress threaded joints. PVC thread protectors shall be provided at each end of the casing. Slotted casing to be of the straight type, mechanically cut. Casing length to be not less than 10 meters. Coupling are to be matched to the casing and of similar material and strength to casing. Casing are to be packaged to prevent damage to the casing, to maintain true alignment and to facilitate proper handling and transportation. Item 4. A total of 232 each pipe joints with couplings for the 9 5/8th blank type well casing. Coupling are to be matched to the casing and of similar material and strength to casing. The casing is to be shipped on a USA flag carrier to the port of Ashdod, Israel, in the name of USAID, West bank and Gaza. Contractor to propose economic order quantity and delivery schedule in calendar days from the date of contract award. Award will be made to the Supplier whose quotation provides best value to the Government, price and price related factors considered. Warranty: The above shall include standard manufacturers warranty. This acquisition is unrestricted (not set aside). The Standard Industrial Classification (SIC) is 3498. Prices shall be F.O.B. Port of Ashdod, Israel. Bidders must specify earliest delivery date from the date of contract award. The Geographic Code approved for this procurement is 000-United States only. Inspection and acceptance of the products will be made by representatives of USAID's Construction Management Contractor who will be designated in writing. The Government will evaluate bids in response to this solicitation without discussions and will award a firm fixed price contract to the responsible bidder whose bid, conforming to the solicitation, will be most advantageous to the Government considering only price and the price-related factors.
