This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number DAAA12-99-T-0100 is issued as a Request For Quotation (RFQ). All references of "offers" are understood to be quotations". The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 97-11. This acquisition is 100% Small Business Set-aside. The SIC code is 3669, and the small business size standard is 750 employees. The Sierra Army Depot has a requirement for a contractor to furnish and install all necessary equipment to provide communications link between Sierra Army Depot and the Demolition Grounds. Contractor shall provide a point to point communications link over 12 miles consisting of 12 channels, 4 voice two way, 4 data two way links and 4 channels for future expansion. The link shall be between building P-51 Sierra Army Depot, Herlong, CA (site A) and Ammunition Demilitarization (site B). The communications link shall be between 853 to 960 MHz. Specific frequency will be 933.1750 and 942.1750, Frequency Programmable (Synthesized), 56 to 384 kbps, and the transmit power shall be 5 watts. The receivers shall use GaAs FETs and the amplifiers shall helical resonator filters. These components ensure exceptional receiver sensitivity as well as operating frequency without the need for frequency multipliers. This simplifies tuning while minimizing both the generation and exceed 99.9% for voice and data circuits with a properly designed system. The radios shall provide 5 watts of transmit power at the antenna port. The system shall provide a factory warranty of one year on all electronics, parts and labor. SYSTEM REQUIREMENTS: Single channel ISDN module, a ringer plug in module, 7 foot self-supporting relay rack w/ground kit, transmission line low-loss coaxial cable connecting the antenna and the radio, duplexer (to allow the radio transmitter and receiver to simultaneously use one antenna). (May be mounted inside the radio cabinet.), full-Duplex Radio (to simultaneously transmit and receive digital time division multiplexed signals.), digital multiplexer to combine multiple voice and data circuits into one digital signal by the use of time division multiplexing (TDM) for transmission by the radio. The received signal is demultiplexed into (restored to) individual voice and data circuits. PRIMARY POWER SOURCE: The digital radios shall include 120/240 VAC power supplies. The system shall include four voice channels, four data channels and 4 channels for future expansion, 19 inch rack mount, hot standby, remote diagnostics, a universal handheld programmer, base band test cable, transmitter extender cable, receiver extender cable, shielded null cable, voice orderwire assembly, which includes an EIA-530 main link module, common logic and 25 watt 24 VDC power supply, a low -speed sync/async data module, Nx64 sync high speed data module a. Scale Paraflector 940-960 MHz, 20.1 dbi gain, with type N female connector and mount kit for steel tower and wooden pole b. Training course, covering installation, configuration and operation of the radio and multiplex equipment and diagnostics. INSTALLATION AT BUILDING P-51: antenna shall be mounted on an existing 100 foot steel tower. This antenna shall be mounted in such a way as to withstand winds of over 100 MPH. Coaxial cable shall be install and attached to the tower and radio equipment shelter and grounded in accordance with industry and military specifications. Cable shall be attached to the tower in such a way as to withstand winds of over 100 MPH. Radio equipment shall be installed in the local radio electronics shelter at the bottom of the tower. All power and grounding shall be performed in accordance military specifications. INSTALLATION AT DEMOLITION SITE (10 miles north of Site A): Antenna shall be installed on a 40 foot existing wooden pole and shall be mounted so as to withstand wind of over 100 MPH. Antenna shall be grounded in accordance with military specifications. Coaxial cable shall be mounted to the wooden pole so as to withstand winds of over 100 MPH. Radio equipment shall be rack mounted in area provided. Power and grounding shall be in accordance with military specifications. Power source is a 250 K generator this is operational during working hours and is shut down at night and on weekends. SECURITY REQUIREMENTS: All contractors shall be required to register with the Pass and ID section upon entering Sierra Army Depot, Herlong, CA. Contractors shall provide name, address, SSN. Date of Birth, Place of Birth and citizenship in order to register. FREQUENCY: 933.1750 MHz and 942.1750.MHz. The contractor shall deliver all equipment FOB: Destination to Sierra Army Depot, Herlong, CA. Delivery and installation shall be completed within 45 days after receipt of award.
