combined synopsis/solicitation for commercial items prepared in
accordance with the format in Federal Acquisition Regulation (FAR)
Subpart 12.6, as supplemented with additional information included in
this notice. The announcement constitutes the only solicitation;
proposals/bids are being requested and a written solicitation will not
be issued. This solicitation is being issued as a Request for
Quotation (RFQ) #938544. The provisions and clauses incorporated are
those in effect through Federal Acquisition Circular #97-11. This
solicitation is under the Simplified Acquisition Procedures (SAP) and
is a Small Business-Small Purchase Set-Aside. The Standard Industrial
Classification Code is 3826 and the business size standard is 500
employees. This will be a Firm-Fixed price contract. The Government
intends to solicit and negotiate on a sole source basis with
KevexSpectrace; 855 Veterans Blvd., Redwood City, CA 94063, for the
following laboratory equipment/supplies/training: (one each)- (1) #
52500194-14- Pentium Computer (see specifications below), (2) #
51400237-022-WinXRF Version 2.2 picture in picture, (3) #
51700132-01-XmaP Chemimage (x-ray mapping software), (4) NPN
Installation and training for the hardware and software, (5) #
51400231-02- 100 watt Omicron tube upgrade Rhodium anode, 110
VAC/60Hz.: The spectrometer X-ray source and power supply requirements:
The X-ray tube shall be completely compatible with the pre-existing
Kevex Omicron spectrometer hardware to included all relevant mechanical
and electronic systems already present on the system. The X-ray tube
shall have a Rh anode. The X-ray tube target voltage shall be
adjustable between 4kV and 50kV inclusive and in increments of 1kV or
finer. The X-ray tube shall have a spot size of 0.25 mm. The X-ray tube
shall have a power dissipation range of at least 0.05-8 watts at 5kV,
0.1-24 watts at 10kV, 0.15-39 watts at 15kV, 0.2-64 watts at 20kV,
0.3-100 watts at 30kV, 0.4-100 watts at 40kV, 0.5-100 watts at 50KV.
The X-ray tube shall have astability of 0.2% RSD or less over an eight
hour period. X-ray tube shall have a maximum spectral contamination of
less than 8.0% of the intensity, of the Compton and Rayleigh scatter,
from the anode. A cooling unit of appropriate capacity will be supplied
with the tube. The tube shall be supplied with an appropriate power
supply using a 110 vac/60Hz electrical power source. All fittings
required for installation shall be supplied. The X-ray tube, power
supply, cooling unit and any other components required shall be
installed by the vendor. Its alignment and proper functioning will be
verified by the vendor. Computer software and hardware upgrades: The
spectrometer workstation shall be an IBM compatible computer with a
Pentium II (or equivalent) 300 MHZ or faster CPU and supplied with all
hardware customarily supplied by the Vendor with its spectrometer
control system. All required spectrometer interfacing hardware and
software will be provided. All supplied hardware and software shall be
Y2K compliant. The spectrometer software shall incorporate at least
the following: Pulldown menus which allow external control of the
spectrometer operating conditions (voltage, power, atmosphere, data
collection). Pulldown menus which allow external control of the data
storage and processing capabilities. The software shall be capable of
at least the following: Spectral processing: (a) Automatic, modeled and
digital background removal. (b) Escape and sum peak removal,(c) Peak
integration: Windowed integrals with overlap correction; Gaussian peak
fitting. Elemental Analysis: (a) Automatic and interactive peak
identification, (b) Match to stored spectra for material
identification, (c) Quantitative analysis using least squares
regression technique, (d) Quantitative analysis using standard
fundamental parameters technique such as ASAP, (e) Quantitative
analysis with full standards derived fundamental parameters such as
EXACT, (f) Comprehensive fundamental parameters program or equivalent
technique, (g) Scatter peak analysis technique such as MARS for sample
mean atomic number determination and residual light element
correction. Elemental X-ray mapping technique such as X-Map allowing
the planar distribution of elements in a sample to be qualitatively
determined. Ability to read X-ray spectra file generated using earlier
versions of the KEVEX toolbox software. Job Control Language or
equivalent programming capability allowing user generated spectrometer
automation routines. Automatic control and interfacing of the sample
video imaging system. Ability to export data files to Surfer Grapher or
similar commercially available graphing software. The computer,
software, interfacing hardware and any other components required shall
be installed by the vendor. Its proper functioning will be verified by
the vendor. The proposed contract action is for supplies or services
for which the Government intends to solicit and negotiate with only one
source. Interested persons may identify their interest and capability
to respond to the requirement or submit quotes. This notice of intent
is not a request for competitive quotes. However, all quotes received
within fifteen days after date of publication of this synopsis will be
considered by the Government. A determination by the Government not to
compete this proposed contract based upon response to this notice is
solely within the discretion of the Government. Information received
will normally be considered solely for the purpose of determining
whether to conduct a competitive procurement. FOB-Destination --
