synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. This procurement is being conducted
under the Simplified Acquisition Procedures (SAP). One (1) each,
Electronic Holography System for Vibration and Stress Analysis and
shall be in accordance with the following specifications. 1. The
contractor shall deliver a complete system to implement electronic or
televisio time-average holography of a vibrating structure and
double-exposure electronic holography of a statically loaded structure.
2. The electronic-holography system shall NOT include lasers, but shall
meet all specification when operated with a NASA-provided Coherent 90-5
argon-ion laser radiating single-frequency, single-spatial-mode power
of at least 200 mw at 514.5 nm. 3. The electronic-holography system
shall meet all specification when operated with a NASA-provided
external-cavity diode laser radiating single-frequency,
single-spatial-mode power of at least 200 mw at 670 nm. 4. The
electronic-holography system shall display Bessel characteristic
fringes of a vibrating structure with holograms recorded at 30 frames
per second. 5. The electronic-holography system shall permit the
vibrating object to be displayed in the background together with the
superimposed fringes. 6. The electronic-holography system shall
increase the fringe pattern to speckle pattern signal to noise ratio by
averaging de-correlated speckle patterns. 7. The system shall measure
and compute the unwrapped phase distribution in double-exposure
holography and the argument of the Bessel function in time-average
holography. 8. The system shall be able to: a. display all pattern and
results on a monitor; b. print the patterns from the monitor; c. store
the patterns in TIFF format; d. store the unwrapped calculations in
computer files. 9. The system shall record diffusely reflecting
objects: having field angles of at least 20 degrees at the entrance
pupil; vibrating with a maximum dot product of sensitivity vector and
displacement vector of at least 2.4 micron where the sensitivity vector
is defined as the difference between a unit vector in the direction of
a reflected principal ray through the entrance pupil and a unit vector
in the direction of the corresponding incident ray. 10. The system
shall record and display patterns at least 500 pixels wide by 400
pixels high; detect changes in the dot product of the sensitivity and
displacement vectors of a vibrating object of 20 nm or less. 11. The
system shall include all beam modulators, phase shifters, beam dither
devices, vibration drivers and synchronizers required to meet the
specification. 12. The optical components of the electronic holography
system shall be mounted in a single covered package. 13. The software
and hardware required for beam control and for data acquisition,
storage, processing and display shall be mounted in a vendor-provided,
single, Y2K-compliant, computer with Y2K-compliant operating system
and software. 14. The system shall be provided with all cables,
connectors and power chords neede to meet the specifications. 15. The
contractor shall provide two (2) copies of a detailed operating manual.
The provisions and clauses in the RFQ are those in effect through FAC
97-08. This procurement is a total small business set-aside. See Note
1. The SIC code and the small business size standard for this
procurement are 3679 and 500, respectively. The quoter shall state in
their quotation their size status for this procurement. All qualified
responsible business sources may submit a quotation which shall be
considered by the agency. Delivery to GRC is required within 9 weeks
from the EFFECTIVE DATE of the Purchase Order. Delivery shall be FOB
Destination. The DPAS rating for this procurement is DO-C9. Quotations
for the items(s) described above are due by 4:30pm EST on 7/7/99 and
may be mailed or faxed to Glenn Research Center, ATTN: Ronald L.
Matthews, MS 500-306, 21000 Brookpark Road, Cleveland, OH 44135, FAX
NUMBER (216) 433-2480 and include, solicitation number, FOB destination
to this Center, proposed delivery schedule, discount/payment terms,
warranty duration (if applicable), taxpayer identification number
(TIN), identification of any special commercial terms, and be signed by
an authorized company representative. Quoters are encouraged to use the
Standard Form 1449, Solicitation/Contract/Order for Commercial Items
form found at URL: http://procure.arc.nasa.gov/Acq/Forms/Index.html to
submit a quotation. Quoters shall provide the information required by
FAR 52.212-1. If the end product(s) quoted is other than domestic end
product(s) as defined in the clause entitled "Buy American Act --
Supplies," the quoter shall so state and shall list the country of
origin. The Representations and Certifications required by FAR 52.2l2-3
may be obtained via the internet at URL:

applicable. FAR 52.212-5 is applicable and the following identified

writing no later than 6/30/99. Selection and award will be made (on an
aggregate basis) to the lowest priced, technically acceptable quoter.
Technical acceptability will be determined by information submitted by
the quoter providing a description in sufficient detail to show that
the product quoted meets the Government's requirement. Quoters must
provide copies of the provision at 52.212-3, Offeror Representation and
Certifications -- Commercial Items with their quote. See above for
where to obtain copies of the form via the Internet. An ombudsman has
been appointed -- See Internet Note "B". It is the quoter's
