Survey for F-16 Maintenance Trainers Update Program. Aeronautical
Systems Center, Directorate of Training Systems is contemplating an
award of a contract to develop Pneumatic/Hydraulic, Engine Operating
Procedures, Environmental Control Systems, Electric Power, and
Propulsion System Update Program to replace existing obsolete
Maintenance Trainers utilizing current technology. This program will
accommodate future technology adaptation allowing for future changes to
maintain concurrency with the F-16 aircraft. The Government is
soliciting potential sources and information about current technology
that may be available for use in aircraft maintenance trainers listed
above. The Government will receive potential source in- formation and
technical information until 9 July 1999. All responses shall be in
writing and submitted to the address indicated below. The Government is
receptive to existing commercial trainers that may exist to fulfill the
Government 's needs. The Government will be receptive to Suggestions to
combine the trainers listed above into one trainer. The Government does
not intend to pay for the information solicited and will not recognize
any costs associated with submission of information. Proprietary
information is not being solicited; however, if it is submitted it
should be marked accordingly. Responses to this synopsis shall address
the following: 1. Describe your company's approach for meeting the
above described requirement; 2. Identify any commercial item solutions
that may satisfy this requirement; 3. Describe your present technical
capability and past history of meeting similar requirements. 4.
Describe the technical risk and problem areas for the requirement. 5.
Provide a Rough Order of Magnitude (ROM) cost estimate if possible and
timeline of major milestones; 6. State the size status of your company
in relation to the SIC code stated below. Firms responding should
indicate whether they are, or not are, a small business, a socially and
economically disadvantaged business, a woman owned business, a
historically black college or university, or minority institution. For
this item the general definition to be used to determine whether your
firm is small is as follows: "A small Business concern is a concern
that is independently owned and operated, is not dominant in the field
or operation in which it is bidding on government contracts and what
its affiliates, the number of employees does not exceed 1,000 persons."
SIC Code 3728 applies. Concern means any business entity organization
for profit with a place of business in the United States, its
possessions, Puerto Rico, or the Trust Territory of the Pacific
Islands, including but not limited to an individual, partnership,
corporation, joint venture, association or corporation. The Air Force
reserves the right to consider a small business set-aside based upon
responses hereto. Small business respondents should provide a statement
of capabilities to assist the Air Force in making a set-aside decision.
Large businesses are only required to submit a statement of interest
receive a copy of the Request for Proposal (RFP). All respondents shall
include in any request their assigned Commercial and Government Entity
Code. Respondents are further requested to indicate their status as a
Foreign-owned/Foreign-controlled firm and indicate their status as a
Foreign-owned /Foreign-controlled firm and any contemplated; use of
