John A Volpe National Transportation Systems Center (Volpe Center),
Cambridge, MA has a requirement to assist the Department of Commerce's
National Oceanic and Atmospheric Administration (NOAA) Office for Law
Enforcement (OLE) in acquiring COTS Vessel Monitoring System(VMS)
software product. This procurement will be conducted as a commercial
acquisition under FAR Part 12. OLE will establish a communications
host, base station application host(s), and base station clients at OLE
Headquarters and Divisions. Users perform near near-real time fishing
vessel monitoring, control and surveillance throughout the US Economic
Exclusivity Zone (EEZ), Pacific and Atlantic Oceans. The vessel
monitoring process begins with the fishing vessel position, fishing a
ctivity, sensor data, plus other data which is sent from an on-board
mobile transceiver unit (MTU). Next, vessel data is transmitted via the
satellite, cell phone, etc. to a VMS host by a mobile communications
service provider (MCSP). Then communications front-end receives
position reports and messages in their original, often proprietary
formats. The front-end converts these to the format used by the VMS
base station application. The VMS base station application includes an
intuitive user interface and a back-end database management system.
Finally, the process is complete when position data is displayed on a
Windows-based, menu-driven geographical information system (GIS). These
GIS clients are located across OLE offices nationwide. OLE may share
certain data with external customers, such as the U.S. Coast Guard, and
National Marine Fisheries Service (NMFS) scientists, data and fisheries
managers, on a secure, need-to-know basis. All position and VMS
transaction data must always be treated as legal evidence and handled
securely. A Firm Fixed Price type contract is contemplated. The
delivery date for the software will be three (3) weeks after award. FOB
destination is U.S. DOT/John A. Volpe Center, National
TransportationSystems Center, 55 Broadway, Kendall Square, Cambridge,
MA, 02142. Standard Commercial Warranty information shall be provided
with proposal. Provide the following: (1) 1 year and 2 one-year options
to provide yearly update subscription services which includes all
improvements and enhancements made to the software and all revisions to
the associat ed documentation, delivery is FOB destination; (2) 3 weeks
after receipt of order software and technical support for the software
as well as all of the software upgrades and license upgrades; (3)
Telephone support for 1 year and 2 one-year options; (4) License that
allows software installation on an unlimited number agency
PC/locations. (5) Provide technical support in English; (6) Staff
available to work on-site in Cambridge, MA within a 24-hour notice for
up to 800 hours over a six month period starting upon installation.
Travel costs associated with training and site support shall be
negotiated with the resultant awardee on a cost reimbursable basis. The
Contractor shall be reimbursed for travel costs in accordance with FAR
31.205-46; (7) Site support which will include hands-on train ing for
up to 15 people in Cambridge, MA.; (8) Set-up, installation and
testing the VMS host/server(s), VMS clients, in Cambridge, MA and
supporting target site in field as needed and (9) Shipping to target
field site. The applicable SIC Code is 4899 The size standard is
$11.00M. The RFP will be issued on or about July 2, 1999, with a
proposal due date of July 23, 1999. The apparent successful contractor
will be required to perform a live test demonstration of the software
at the vendor's facility during the month of August 1999. All
