The contractor is required to create a set of training tools to demonstr- ate the key characteristics, operation and production of the Infrared (IR) Illuminating Mortar Cartridges. Also, the role of the activities involved with the IR cartridges management, development, and production, overview of the Night Vision Devices the cartridges support and the benefits the cartridges provide the user. These tools will be used by soldiers, potential customers and current organizations to enhance their knowledge about the US Army IR mortar cartridges and for marketing purposes. This effort will require video filming and editing, editing and development of graphical materials, text development and narration. Some of the programming efforts will require the contractor to develop a Self-running Flexible Choice System, split screen video editing with frame synchronization and 2-D animation of equipment. The training tools will consist of an IR Illuminating Mortar Cartridges video and interactive non-linear CD-ROM. The contractor must have previous direct experience editing IR video footage, filming during low-light conditions, and developing the programming efforts mentioned above to allow the effort to meet the schedule and cost constraints. The training tools (Training Video, VHS and CD-ROM formats and Interactive CD-ROM), Soft- ware User Manual are required to be delivered NLT 70 days after contract award after having the training tools go through two iterations of Government Reviews. The US Government will provide the following as Government Furnished Materiel: a. logos of all agencies involved with the IR Mortar Programs, b. the description of role of all agencies on the IR Illuminating Programs, c. text to describe benefits of the IR tech- nology/mission support, d. description and key characteristics of each IR cartridge and Night Vision Equipment (i.e.,text,logo,stills,graphics, charts), e. Master copies of night video footage taken at government installations.The government intends to award this contract to Artifex, Inc. See Note 22. Posted 06/23/99 (D-SN346380). (0174)
