Facilities and Financial Management System. Subject to the availability of funds. The Minnesota Army Nation Guard (MN-ARNG) is purchasing a commercial-off-the-shelf (COTS) software packages and Related System Support Services for use in managing facilities, work orders, financial management and allocating and tracking budgets for facilities management. It is the intent of the MN-ARNG to purchase COTS software from contractor, which will best meet their requirements with a minimum of modification. A single concern will be selected to provide these services, but elements of the work may be subcontracted. This effort is intended to provide a COTS software solution with optional related support services including (a) Installation and Testing; (b) Data Integration; (c) System Support Documentation (User Training Manuals and System Operation and Maintenance Manuals); Technical "Hotline" Support (One Month Blocks of Time); and Life-Cycle Support (yearly Cost), which may be potentially used and fielded to other state-level Army National Guard activities. The COTS software package or packages must meet the following minimum requirements: (1) run in a Windows NT environment; (2) be based on an Oracle or SQL compatible database management system; (3) be LAN/WAN compatible; (4) be Y2K compliant; (5) Server or Client-Based software. The software will be evaluated against weighted requirements. A detailed specification for the software is currently being developed, and will be provided to firms with the solicitation. Qualified firms may be invited to provide a one-time on-site demonstration at Camp Ripley, MN. The performance demonstration will require implementing a series of test scenarios using data provided by the government to demonstrate the necessary program tasks. Demonstrations will be evaluated against pre-established criteria. Copies of the solicitation shall be obtained by written request from this office. The contractor must furnish in their request a point of contact (phone/fax/e-mail), business size, and information as to whether the firm is a small and disadvantaged business, or a member of Small Business Administration 8(a) program, DUNS Number and Federal Tax Identification Number.
