Connell, VACA, 202-231-2452 The Virginia Contracting Activity, on behalf of the Defense Intelligence Agency (DIA), intends to solicit and negotiate with The Oxford Analytica Daily Brief Services on a sole source basis to award a contract for a daily news service subscription at DIA. The contractor will be required to provide software used to support electronic access to the new services. Services required consists of World news services, Regional news services covering economic and political developments of major significance. The core services would provide systematic and continuous tracking of world events. An information management tool is required to deliver daily briefs to the desktop client. Other sources capable of satisfying this requirement are invited to submit clear and convincing data substantiating their capability to satisfy this requirement. All responses should reference PR 212/0050Z/99. Interested parties have 15 days from the publication date of this synopsis to submit their qualifications/capabilities. Such qualifications/capabilites will be used solely for the purpose of determining whether or not to conduct this procurement on a full and open competition basis. Responses received without the requested information may be considered non-responsive to this synopsis. Oral communications are not acceptable to this synopsis. If no affirmative written qualifications/capabilities information is received within the 15 days allowed under this synopsis, to the effect that a comparable source is available or that is more advantageous to the Government than acquiring the services of Oxford Analytical Services, a contract will be placed with Oxford Analytical Services. A determination by the Virginia Contracting Activity not to compete this proposed procurement on a full and open competition basis, based upon responses to this synopsis is solely within the discretion of the Virginia Contracting Activity.
