commercial items prepared in accordance with the format prescribed in
Subpart 12.6 of the FAR, as supplemented with additional information
included in this notice. This announcement constitutes the request for
quote for the required items. Proposals are hereby requested under RFQ
N31020-99-Q-S082, a subsequent solicitation document will not be
issued. Naval Reserve Information Systems Office (NAVRESINFOSYSOFF)New
Orleans intends to procure, install, configure, train and deploy a
Commercial-Off-The-Shelf (COTS) Risk Management System software
solution. The vendor will be required to provide the software meeting
the requirements provided below for ten (10) users in a Windows NT
server environment and scalable to 300 users. The software shall be
capable of interfacing with Welcom's OpenPlan Scheduling and Risk
Management modules with no programming. The software shall include a
strong, flexible database engine designed to support multiple-project
risk management and allow for an unlimited number of activities in a
project. The software shall be capable of meeting or exceeding the Risk
Management processes as defined in the Software Engineering Institute
(SEI) Continuous Risk Management Guidebook (Carnegie Mellon University,
1996) and the Risk Management Guide for DOD Acquisition (Department of
Defense, March 1998). These processes will include the capability to
track risks through the SEI risk management process of identification,
analysis, planning, tracking and controlling. In addition, the vendor
will provide services to install the software on the client and
server, configure the software and conduct training classes. The vendor
will also provide assistance in populating the software with the
initial baseline risks. Delivery is required by 23 July 99 and FOB
destination for the software. The following FAR provisions and clauses

Contract Terms and Conditions Required to Implement Statutes or
Executive Orders: The following numbered subparagraphs under paragraph
(b) of this apply: (6), (7), (8), (9) and (10). All Information
Technology provided and acquired under this contract will be Year 2000
compliant, which means that the information technology accurately
processes date/time data (including, but not limited to, calculating,
comparing, and sequencing) from, into, and between the twentieth and
twenty-first centuries, and the years 1999 and 2000 and leap year
calculations, to the extent that other information technology, used in
combination with the information technology being acquired, properly
