Sources Sought Synopsis: Due to recent events involving Senior Air Force Staff, the Space Warfare Center (SWC) and the Space Application Program Office (SAPO) have reassessed the SWC acquisition strategy. The Government has chosen at this time to cancel solicitation FA2550-99-R-0012, Space Warfare Center Systems Engineering and Operational Support (SEOS). On 15-16 Jun 99 the Senior Air Force Staff addressed leveraging the interrelation and interdependence of Space and Information Operations. Their recommendation was for a multiphase plan spanning FY99-FY00 to address the organization of Space and Information Operations. The plan will have a direct effect on both the SWC and the Information Warfare Center (IWC). To facilitate the organizational planning process, the Government feels it prudent not to enter into a new long-term contract relationship during this timeframe. The Government_s objective with an alternative strategy is to align SWC and IWC business and contract timelines and processes. To thisend, SWC and SAPO are addressing alternative independent contract strategies to include, but not be limited to, existing contractual vehicles. This strategy allows for the definitization of the Senior Air Force Staff recommendation prior to the Government committing to a long-term contractual relationship.
