interest. The Department of Energy (DOE) is contemplating issuing
multiple fixed price task order contracts for the processing and final
disposition of scrap metals, such as carbon steel, stainless steel,
nickel, aluminum, and copper. The contracts will be for use by all DOE
sites. These nationwide contracts will be administered by the National
Center of Excellence for Metals Recycling (NMR). We plan to compete
each task order among those companies with contracts. The metal will be
in the form of scrap, parts, and equipment. This metal has already been
determined to have no resale value to the Government. The Government
will pay the Contractor to take ownership of the metal. In most cases,
the DOE will deliver the metal to the contractor's facility for
processing and final disposition. In some cases, the Contractor will
take possession of the metal at a DOE site and transport it to their
facility. The final disposition of the metal will be as the Contractor
sees fit. The majority of the metal will be radioactively
contaminated. Each company will have to comply with various Department
of Energy security requirements. NMR will be responsible for quality
assurance audits of the contracts. Other DOE sites using these
contracts will not conduct separate quality assurance audits. We
estimate a maximum of 10,000 tons of metal will be processed each year,
over a period of five years, beginning in calendar year 1999. If your
company has the capability to provide these services, please respond by
answering the following questions: (1) Are these types of services sold
-- (a) competitively in substantial quantities in the commercial
marketplace, (b) based on established catalog or market prices for
specific tasks performed, and (c) under standard commercial terms and
conditions? (2) Do you have the necessary licenses and permits required
by law or regulation to perform these services? (3) What is the history
of your company (when was it established, where is it located, primary
business lines, primary customers, etc.)? (4) What is the size of your
company (gross annual sales, number of employees, etc.)? (5) Does your
company have the capacity to process a minimum of 5,000 tons of metal
per year? (6) We also welcome comments on the proposed acquisition
strategy. The information requested herein will be used for planning
purposes only. This is not a request for proposal. Any resulting
solicitation will be synopsized in the Commerce Business Daily at a
