The FISC Norfolk Detachment Philadelphia intends to acquire engineering and technical services in support of the Center for Naval Warfare Studies (CNWS) at the Naval War College (NWC) Newport, RI. The contract shall require the following tasks: 1) provision of analytical reports; 2) provision of on-site analysis; 3) provision of design, analysis, documentation, and computer/software support for seminars, research programs, war games, decision events and meetings; 4) support for advanced concepts and technology initiatives; 5) provision of program management assistance; and 6) provision of computer software, database assistance and technical support services. The total estimated level of effort including option years is 212,900 manhours. The RFP contemplates full and open competition for Cost Plus Fixed Fee type contract for a base period of one year with four one-year option periods. Period of performance begins 01 April 2000 or date of award, whichever is later. The solicitation will require the submission of technical, cost and past performance proposals.
