procure sole source, through Simplified Acquisition procedures with the
National Action Council for Minorities in Engineering (NACME) to
provide statistically and qualitatively sound diagnostic assessment of
the current Research and Special Programs Administration Volpe Center
(RSPA/Volpe Center) climate for dealing with cultural differences,
analysis of findings, facilitation for development for RSPA/Volpe
Center improvement strategies, training (general and supervisory),
recruitment of 2 diverse students of engineering or other science-based
disciplines, and mentoring for these recruits and their supervisors.
Small Business firms classified under SIC Code 8741 that are interested
in proposing on this requirement must respond in writing no later than
15 days fr om the date of this publication that they have experience
in with the following: 1. Identifying and recruiting minority science
base college students for employment in high-technology organizations;
2. Assessing organizational status relative to diversity management.
Access and experience with sophisticated assessment organizational
cultural survey instrument and follow-up structured interviews; 3.
Analysis of results of their creditable presentations to the
organization to the organization management and success in initiating
interventions that improve the climate for diversity management; 4.
Training of supervisors and other employees in attitudes and skills
that enhance an organizations ability to bring out the best in all
employees, including those different from the organization c urrent
norm. Small Business firms will be required to submit no more than a
page and a half of documentation for each item listed above for
evaluation prior to receiving a Request for Quote (RFQ). This proposed
action is for services for which the Government intends to solicit and
negotiate with only one source under authority 6.302. This notice of
intent is not a request for competitive quotes. A determination by the
Government not to compete this proposed purchase order based upon
responses to this notice received will normally be considered, solely
for the purpose of determining whether to conduct a competitive
procurement. RFQ issuance will be on or about July 8, 1999. Telephone
requests will not be accepted, only written requests for this RFQ will
be accepted, however, we will ac cept requests via facsimile at
