The U.S. Agency for International Development (USAID) is seeking the services of an expert in administration of justice/rule of law programming in Latin America and the Caribbean Bureau and to do the following: (a) to participate in the US Government's Group of Experts and produce a report on the design of the Justice Studies Center; (b) to advise LAC/RSD and the Global Bureau on and participate in the interagency advisory committee on police assistance and restructuring of ICITAP and draft a report on the status of the advisory committee's workk; (c) to assist in the development of an integrated planning model for rule of law programs which encompasses police assistance and other law enforcement activities in a one-LAC country; and (d) to perform other consultants in the area of democracy, human rights, justice, and crisis prevention as identified by the LAC Bureau in consultation with the Agency's Global Bureau's Democracy Center. A Request for Quotations will be issued no less than fifteen (15) daysfrom the issuance of this notice. All responsible sources may submit a quotation that shall be considered by the Agency. The Government anticipates issuing one purchase order for a contract period of less than six (6) months to meet this requirement.
