Design/Build Commissary Facility at MCAS New River, NC. Work includes
but is not limited to the following: One step turn-key design and
construction of a new commissary at Marine Corps Air Station, New River
NC. The Government will award a contract on the basis of price,
proposal risk, past performance, and technical mission capability to
that responsible offeror submitting the offer considered most
advantageous to the Government. Technical mission capability subfactors
to be evaluated in descending order of importance are: 1) Experience
and capabilities; 2) Architectural concepts; 3) Project management; 4)
Site Concepts; 5) Building Systems; and 6) Equipment. All evaluation
factors other than price, when combined, are significantly more
important than price. Proposal risk, past performance, and technical
mission capability are of equal importance. The Government may award a
contract based on initial offers received, without discussions with
the offeror. Accordingly, each initial offer should be submitted on the
most favorable terms, from a price and technical standpoint, however,
the Government reserves the right to conduct discussions, if it is
determined to be in the Government's best interest to do so. The lowest
price proposal will not necessarily receive the award; likewise the
highest technically rated proposal will not necessarily receive the
award. Rather, the Government will award to that offeror whose proposal
offers the best overall value to the Government. The Contractor will be
responsible for design and construction of a total commissary facility
to include all equipment, both building and operational, all
structures, site clearing, utilities, roads, walks, and associated
on-site improvements including landscaping. Total square footage of the
new facility is 42,000 square feet, plus or minus 10%. The period of
performance will be included in the proposal. Estimated cost of the
facility is between $5,000,000 and $10,000,000. This requirement is
unrestricted. All responsible sources meeting the criteria set forth in
the RFP may submit an offer which will be considered by the Government.
