Introduction: NASA/JSC plans to issue a sole source Request for Offer for the development of a complete prototype refrigerator/freezer for ground testing which will demonstrate the best possible insulation, the state-of-the-art in Stirling cycle refrigeration and the ability to integrate with a cooling water loop. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The Government intends to acquire a commercial item using FAR Part 12. Requirements: The contractor shall deliver one fully functioning, vacuum-insulated refrigerator/freezer with the following characteristics. 1. The refrigerator compartment shall have between 9 and 10 cubic feet of storage volume and the freezer compartment shall have between 5 and 6 cubic feet of storage volume. 2. The refrigerator/freezer must use a Stirling cycle heat pump for cooling. 3. The refrigerator/freezer must reject its heat to a cooling water loop flowing at not more than 150 lb./hr at an inlet temperature between 490- 900F. 4. In order to serve as a prototypic test article in the Bio-Plax ground test bed, the cabinet should utilize some drawers which are a typical method of food storage in space; however, the cabinet interior may be based on a commercially available refrigerator to save cost. 5. The freezer compartment shall have the capability for defrost and for collecting the condensed water. 6. The vacuum-insulated cabinet shall incorporate advanced vacuum insulation in the walls and door. 7. Walls of the cabinet shall not be more than 1.5 inches thick, including face sheets. 8. The overall thermal resistance of the cabinet including heat leak through door seals and any other openings or heat leak paths shall exceed R = 25 hr sq. ft. 0F/BTU as determined by an ice melt test in a laboratory environment between 730F and 780F. 9. Air temperature must be independently settable in the refrigerator and freezer compartments in the following ranges. Refrigerator 320F and 420F Freezer -100F to 20 F 10. Average refrigerator/freezer power consumption shall not exceed 25 watts and peak power consumption shall not exceed 100 watts. NASA may exercise the following contract options at any time during the first 7 months of the base contract period of performance: A. As a contract option, the contractor shall also deliver a thermal storage unit that would allow the refrigerator/freezer to maintain internal temperatures within the ranges given above if power is not available to the unit for a period of up to 24 hours. Period of performance could be extended by 2 months. B. As a contract option, the contractor shall provide integrated data collection sensors in the unit that would gather data on internal temperatures, door open status, need for defrost and power consumption. This data shall be output through a single computer interface line. Period of performance could be extended by 2 months. C. As a contract option, the contractor shall provide on-site technical support to exceed 100 hours for integration and testing of the refrigerator in a JSClaboratory. Period of performance would be extended by 2 months. Delivery is required within 9 months of contract start. NASA/JSC intends to purchase the prototype from Oceaneering Space Systems. Oceaneering Space Systems is the only known source with the ability to provide the required technology. Interested firms have 15 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/ capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 15 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
