The Naval Air Warfare Center Aircraft Division, Lakehurst, NJ (NAWCADLKE) intends to enter into negotiations, on a sole source basis with Hamilton Standard Corporation for sixteen (16) each Synchrophaser Test Sets, P/N 1383AS299-1, ten (10) P-3 cable sets, seven (7) C-130 cable sets and three(3) E-2/C-2 cable sets. Hamilton Standard, the propeller and propeller system manufacturer for the T56 powered aircraft, designed and developed the synchrophaser test sets. The government intends to procure these services under the authority of 10 U.S.C. 2304(C)(1), far 6.302-1. The government does not own data, drawings, software code or other specifications to permit full and open competition. All responsible sources are encouraged to submit a proposal, which may be used by the Government in determining whether or not to conduct a competitive procurement.
