BACKGROUND: The U.S. Air Force, Air Combat Command (ACC), is tasked
with the operations, maintenance, and support of the Tethered Aerostat
Radar System (TARS). The primary mission of TARS is to support the
U.S. Customs Service, the U.S. Coast Guard, and the North American Air
Defense Command (NORAD) in counter-narcotics and drug surveillance
missions in support of U.S. national security objectives. The program
consists of 10 sites along the southern border of the US and 1 site in
Puerto Rico. POTENTIAL NEED: The purpose of this announcement is to
identify sources capable of providing Class IV 420K aerostats. The Air
Force's initial procurement of one (1) 420K aerostat, with the option
for three (3) more, will be procured as a subcontract under the TARS
OM&S prime contract. In addition, the Air Force intends to procure up
to 10 additional units in which ACC CONS will be the procurement
office. The sources sought and resulting market research information
will be used to support both procurement efforts. As such, potential
offerors should identify in the data submitted to the Air Force any
proprietary information that should not be released to the TARS OM&S
contractor. ACC is accomplishing market research in an attempt to
promote full and open competition to the maximum extent practicable and
to define our requirements in terms that will enable and encourage
offerors to supply commercial items/services, if possible. We invite
all sources to participate in our market research in support of meeting
the ACC mission. Potential offerors are given an opportunity to comment
on this requirement. . Due to the limited number of design packages and
the high cost of reproduction, only those potential offerors that can
reasonably expect to meet our requirement should request a copy. If you
have interest in this requirement, you are requested to submit a
summary of your capabilities, your opinion on the commerciality of this
requirement, and identify if you would desire to meet with ACC
representatives to obtain further details. The Government anticipates
an industry conference o/a 14/15 July 1999. Please advise of your
availability to participate. Again, identify in your correspondence if
items should be protected from release outside the government due to
proprietary and/or competitive restrictions. Summaries should be
received at ACC CONS no later than 12 July 1999 and can be submitted by
