THE BASIS OF THIS NOTICE OR OTHERWISE PAY FOR THE INFORMATION
REQUESTED. This is a sources sought Request For Information in support
of the Marine Corps Systems Command (MARCORSYSCOM) and the Joint
Service Sensitive Equipment Decontamination (JSSED) Program. The
primary mission of the JSSED Program is to provide the joint services
the capability to decontaminate chemical and biological warfare agents
from sensitive equipment, aircraft/ vehicle interiors, and associated
cargo. The intent of this sources sought announcement is to
investigate system or sub-system technologies that provide
revolutionary improvements in efficiency and effectiveness over current
military decontamination systems for development into fielded military
equipment. JSSED is seeking innovative approaches and technologies in
the following areas: (1) decontamination of sensitive equipment (e.g.
avionics, electronics, environmental control systems, guidance
systems, life support systems) without affecting operation or
reliability/maintainability of the equipment; (2) decontamination of
aircraft/vehicle interiors and associated cargo without affecting the
cargo or reliability/maintainability/integrity/ service life of the
aircraft/vehicle; and (3) decontamination operations during
in-flight/ground/shipboard operations without affecting
aircraft/vehicle/ship performance or crew conditions. Respondents are
encouraged to submit approaches that may provide a solution to one or
more areas, however emphasis is currently placed upon the first
capability area. Technologies or approaches must be sufficiently mature
to proceed with demonstration/validation within one year from the date
of this announcement. These systems/technologies/subsystems should not
require additional infrastructure, or burden logistics capabilities in
austere environments. Materials, technologies, and methods must be
compatible with all common materials used for aircraft/vehicle
construction, and should not degrade any environmental, health, and
safety controls or considerations. Submissions shall include, and will
be evaluated on, the following areas: (1) Process/Product
Effectiveness (with quantitative results); (2) Product/Process Results
and Byproducts (with accompanying analysis); (3) Process/Product
Maturity (ability to demonstrate within one year); (4) Process
Operability (including required levels of logistics and operational
support); (5) Process Applicability (if using analogous information);
(6) Environmental Impact; (7) Process Safety (including
byproduct/result); and (8) Business Factors (including organizational
experience with the proposed approaches and available corporate
support). Areas 1, 2, and 3 are considered significantly more important
than the remaining areas. Cost information is not required at this
time. The submission shall not exceed 10 pages (8.5 X 11, single-sided)
for areas 1 through 7, which does not include a cover page or table of
contents, and two column format is preferred. Area 8 may be submitted
separately, and is not included in the maximum page allowance. The
cost of preparing submissions in response to this announcement is not
considered an allowable direct charge to any resulting purchase or any
other contract. There will be no formal request for proposals or other
solicitations regarding this announcement. The Government reserves the
right to select one, some, or none of the submissions for further
investigation. Submissions shall consist of an original and 5 (five)
copies not exceeding 10 (ten) 8.5 X 11, single-sided pages. Product
samples are encouraged, but will not be returned. Vendors who submit
packages for review do so with the understanding that their literature
and samples will be reviewed by U.S. Government personnel as well as
individuals from the following Government support contractors: MKI
Systems, Mitre Tek, Mitre Corp,and Operational Technology. THE PURPOSE
OF THIS DOCUMENT IS TO IDENTIFY POTENTIAL SOURCES. THERE IS NO
SOLICITATION DOCUMENT AT THIS TIME. ANY REQUESTS FOR A SOLICITATION
PACKAGE WILL BE DISREGARDED. All responses must be in writing and
submitted for consideration no later than 30 July 1999, 2:00 p.m. EST.
No telephonic responses will be accepted. All information must be
submitted to the Contracting Officer at the address above. ALL COMMON
