The Naval Surface Warfare Center, Dahlgren Division, Dahlgren, Virginia shall use Simplified Acquisition Procedures to procure on a sole-source basis, Software Development from Space Projects, Inc., 3487 Bass Springs, Midland, Virginia 22728. The software shall be developed to convert 10 (ten) existing Government owned Space Projects' Field Strength Analyzers, Model 4120221 (serial nunbers 1-10) from manual calibration to automated rapid and accurate calibration. The task involves the development of calibration software and minor hardware modifications on the 10 units, which shall include the following: Contractor shall develop the software and make the necessary circuit boards that will enable the government and contractor survey team users to perform calibrations rapidly and accurately on each of the model 4120221 field survey analyzers; Analyzer circuit board components currently used for manual calibration shall be removed from each analyzer and shall be re-calibrated using the newly developed automated calibration software; The software shall be demonstrated on one (1) analyzer and when successfully completed, the remaining nine (9) analyzers shall be recalibrated. Work shall be completed on or before 30 Jan 2000. This will be a firm fixed price order. The basis for the sole source nature of this requirement is that the 10 analyzers were previously designed and developed by Space Projects and therefore proprietary to them.
