This modification will add 15 new PrimeOCR software licenses consisting of the following: OCR-NT-L3 Base Configuration, OCR-IA InputAccel Support, OCR-ETO Enhanced Text Output, OCR-CILR Confidence/Image Location Option, Level 4 Upgrade and Level 5 Upgrade. The purchase of these licenses will increase PTO's install base from a quantity of 25 to 40. This is a sole source, combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as well as supplemental information provided herein. This non-competitive action will be processed in accordance with FAR 6.301-1 (Only one responsible source and no other supplies or services will satisfy agency requirements). Prime Recognition, San Carlos, CA is the developer and only known source that can provide the proprietary software licenses required. This announcement constitutes the RFP and is the only solicitation that will be issued. A sole source proposal is being requested pursuant to this announcement and shall reference the contract number cited above. This solicitation incorporates all of the applicable provisions and clauses in effect through FAC 97-11, as if stated in full text, as well as the terms and conditions of FAR 52.212-1. A firm fixed priced modification to the contract will be awarded. The software and upgrades will be delivered within 30 days to the Patent and Trademark Office, FOB destination. Maintenance of the PrimeOCR software will be effective through expiration of the existing licenses of 10/27/2000.
