J -- UPGRADING SCADA SYSTEM SOL 6 DUE 072699 POC Bruce McCollom (605) 853-3159 The Mid-Dakota Rural Water System plans to solicit proposals for the modification and expansion of its existing Supervisory Control and Data Acquisition System (SCADA) controlling Water Treatment Plant and Distribution System facilities. The systems spans approximately 132 miles East-West and 48 miles North-South. The new work to be performed includes the following: 1) Adding I/O and software to implement an unauthorized entry alarm system at the raw water structures and water-treatment plant. 2) Modifying or replacing software and hardware at existing Remote Terminal Unit (RTU) sites to implement real time water demand calculations from meter flow rates and tank level changes. 3) Adding a second Central Terminal Unit at the Mid-Dakota Rural Water System Office near Miller, South Dakota, to provide monitoring and control of the system from both the Water Treatment Plant and the Miller office. 4)Adding eleven water towers, ten booster pump stations, two control valves, three pressure-reducing valves andfive metering remote sites using RTUs that are compatible with the existing units. 5) Modifying or replacing software at the existing Water Treatment Plant CTU to implement the above changes and additions. 6) Modifying the existing FCC licenses to accommodate the expanded scope of the system. 7) Adding entry alarms for a total of 22 doors at the intake, chemical feed and Water Treatment Plant buildings. If more than one firm expresses an interest, the contract for SCADA system work will be awarded following a competitive procurement procedure. The procedure will involve submission of a technical and professional proposal and a sealed bid. The relative value between technical/professional and price will be 60 -- 40%.
