The Air Force seeks to identify responsible potential sources and obtain information in regards to privatization of utility systems in accordance with 10 USC 2688, "Utility Systems: Conveyance Authority". The Air Force is seeking interest and information specifically for the potential privatization of the electrical, natural gas, water distribution, and wastewater collection systems at Dannelly Field ANG, Montgomery, Alabama. This includes off-base sites at Abston Station (includes both 232nd Squadron and 226th Group areas) at Montgomery, Alabama and Hall Station at Dothan, Alabama. OBJECTIVE: Should privatization result, the ownership of the Dannelly Field ANG electrical, natural gas, water distribution, and wastewater collection systems, operation and maintenance and obligation to continue to provide utility service for an indefinite and ongoing period will transfer to a utility service provider. All responsibility for maintaining reliable utility service, including such items as environmental compliance, maintenance costs, major system renovations, construction, equipment, manpower and overhead costs will become the utility service provider's responsibility. It is intended that the privatization will ultimately reduce the Air Force's life-cycle costs for operating and maintaining utility systems and services. SYSTEM DESCRIPTIONS: The following is provided only to give an approximation of the size, scope and general description of the system(s). Any numbers should only be used for estimating purposes. The following system parameters are approximations: The base sizes are approximately: Dannelly Field ANG: 149 acres including 64 buildings and no family housing units. Hall Station: 15 acres including 10 buildings and no family housing units. Abston Station: 43 acres including 15 buildings and no family housing units. Electrical Distribution: Dannelly Field ANG: 13,200 Volt Primary Distribution System; 27,000 Linear Feet (LF) of Secondary Distribution; 1,000 LF of Primary Distribution; 50 Transformers. Hall Station: 13,200 Volt Primary Distribution System; 4,700 LF Underground Secondary Distribution; 3,200 LF, #2, 2-Wire Overhead Secondary (Lighting). Abston Station: 13,200 Volt Primary Distribution System; 1,200 LF of Secondary Distribution (Lighting); 120 LF of Primary Distribution; 1 Padmounted Transformer (300 KVA). Natural Gas Distribution: Dannelly Field ANG: 1.6 miles of gas main (piping is new HDPE sized from 3/4" to 3"); Annual usage is 313,750 ccf. Hall Station: 1,100 LF of gas main (piping is 1" in size); Annual usage is 33,750 ccf. Abston Station: 2,780 LF of gas main (piping is mix of steel and HDPE sized from 1" to 3"); Annual usage: 56,100 ccf (232nd Squadron) and 28,600 ccf (226th Group). Water Distribution: Dannelly Field ANG: 16,447 LF mains and lines sizes varying from 2" to 8" in diameter; Estimated annual consumption is 10,000 kgal; 22 fire hydrants integral with potable system. Hall Station: 2,250 LF mains and lines sizes varying from 2" to 6" in diameter; Estimated annual consumption is 860 kgal; 1 fire hydrant integral off 6" potable main. Abston Station: 3,000 LF mains and lines sizes varying from 2" to 4" in diameter; Estimated annual consumption is 2,800 kgal; fire main separate from potable system, line is 8" in diameter with 4 hydrants. Wastewater Collection: (Note: Sewer flow based on 80% capture of average daily water consumption.) Dannelly Field ANG: 5,700 LF of 8" vitrified clay gravity main with 28 manholes on main base; Munitions site has 5,445 LF of 4" force main; 3 lift stations two on main base, one on munitions site (Main base #1 In-ground submersible pump system, 2-5 hp., 2" dia. float-activated pumps, estimated discharge 200 gpm; Main base #2 2 each, Aboveground 3" dia., grinder-type suction pumps, self-priming, 7.5 hp, estimated discharge 300 gpm; Munitions site 2 each, in-ground submersible, 3" dia., 5 hp pumps, estimated discharge 100 gpm.; Estimated total sanitary sewer flow rate for whole area is 22,000 gal. per day. Hall Station: 1,000 LF of 8" vitrified clay gravity main. Flow estimated at 2,000 gal. per day. Abston Station: 1,500 LF of 8" vitrified clay gravity main with 4 manholes at 232nd facility; 225 LF of 6" dia. vitrified clay pipe at 226th facility area; total estimated flow is 6,000 gal. per day. PROCEDURES: This request to interested parties is for gathering information and is a required component of a systematic process to evaluate the interested parties under the Air Force's utilities privatization program. In order to minimize costs both to potentially interested parties and the government, this notice is being issued to determine the interest and feasibility of proceeding with a formal request for proposals. Should insufficient credible interest be identified for a privatization action, it is highly likely that no formal solicitation will be issued. SHOULD INTEREST BE DETERMINED SUFFICIENT, A FORMAL REQUEST FOR PROPOSALS MAY BE FORTHCOMING. REQUESTED RESPONSE: Interested parties should provide a statement of interest on company letterhead (not to exceed 20 pages in length). The statement should include as a minimum the following criteria: (1) capability and experience in ownership, operation and maintenance of similar utility systems, (2) financial capacity to purchase, expand and operate the utility systems; (3) statement detailing the understanding of the obligation to serve in regards to continuous utility service; (4) statement detailing the legal right to serve, own, operate, and maintain utility systems within state laws and an understanding of any applicable federal, territorial and local utility laws, regulations or franchise requirements affecting utilities inthe territory, and capability of complying with such requirements; and (5) statement detailing the understanding of federal, territorial, and local environmental laws and regulations and familiarity and experience with environmental compliance procedures and regulations for the State of Alabama and the U. S. Environmental Protection Agency. Elaborate proposals or pricing information is neither required nor desired. Under no circumstances will cost data for the existing systems be provided. Any innovative and new conceptual ideas to achieve the stated objective are encouraged. If a site visit and the provision of additional data are later determined necessary, notification will be provided by way of an amendment to this announcement. It should be noted that RFIs for different utility systems might be issued in the same time frame. A separate response to each RFI is required.
