16 -- AIRCRAFT COMPONENTS AND ACCESORIES: This Special Announcement supersedes the Naval Air Systems Command sources sought announcement No. 281552 dated 17 December 1998. NAVICP anticipates the issuance of a full and open competitive solicitation for Total Logistics Support (TLS) formerly referred to as Prime Vendor Support (PVS) for the SH-60B, SH-60F, HH-60H, CH-60S and SH-60R Helicopters. Source selection will be on a Best Value basis with offerors required to submit both a technical and a cost proposal. Nose to Tail support of the H-60 includes the Depot repair of: airframe and dynamic components, avionics (excluding common avionics) and propulsion systems (excluding engines); configuration management, forecasting and procurement of supply requirements in support of Depot repair; material replenishment, configuration management, inventory control, and distribution of all airframe, propulsion and avionics components to meet Fleet needs; to provide technical assistance, training and coordination between Organizational/Intermediate and DepotLevel activities; support readiness improvements through analysis of consumption rates, turn-around maintenance times and material deficiencies; and information management. Offerors will be responsible for procuring and supplying H-60 unique consumables and repairing and procuring H-60 unique repairables. A drawing package will not be provided to offerors. There will be a Pre-Solicitation Conference on 5 August 1999 at NAVICP in Philadelphia, in the Officer's Club, Bldg. #1 from 9:00 AM until completion. Requests for the Draft Solicitation and the Draft Statement of Work (SOW) must be made in writing to the PCO. All questions received by the PCO in writing by 3 August 1999 will be addressed at the Pre-Solicitation Conference. Telephone inquiries will not be accepted.
