intends to enter into a Firm Fixed Price Contract for the preservation
of the Staple Bend Tunnel, located in Allegheny Portage Railroad
National Historic Site in Mineral Point, Pennsylvania. Preservation
work will involve, but not be limited to a) the repointing of masonry,
b) repairs stonework to include dutchmen and composite repairs and c)
cleaning of carved sandstone. Tunnel work will include, but not be
limited to, placement of rock bolts, shoring posts and repointing of
masonry. This procurement will involve the use of Source Selection
procedures using the following evaluation criteria: 1) Past Performance
-- 30%; 2) Historic Preservation Experience -- 40%; and 3) Tunnel Work
Experience -- 30%. The estimated cost is between $1,000,000 and
$5,000,000. The estimated period of performance is between six to
twelve months. Subcontracting Plan is required. Estimated date for
release of solicitation is mid-July 1999. Only written or faxed
